Project Description: The WESE program is five-year USAID-funded project designed to engage, leverage, and partner with the private sector as well as public social service initiatives to encourage women’s participation in the workforce; generate demand for financial services; promote tailored, market-based solutions to women’s economic empowerment; and strengthen GBV prevention and response such that women become more economically and socially resilient. WESE activities integrate, mutually reinforcing private and public sector-led approaches that aim to change power relationships, transform structures, and build agency to effect results along critical change pathways. The program interventions are designed to lead women in priority governorates feeling safe, valued, and empowered at work; motivated and able to embrace financial autonomy; and respected and free from violence in their homes, communities, and workplaces. The program works closely with market-based partners to develop, lead, scale, sustain, and champion innovative solutions, recognizing the economic AND social benefits of gender-inclusive, empowering policies and practices. Job Summary: The Finance Manager will oversee all aspects of the WESE project’s finance tasks. Duties will include but are not limited to: ensuring the accuracy of all financial data, maintaining charts of account, facilitating the preparation of the annual audit, overseeing the financial procedures of the subgrant payments, and creating financial reports. Deadline for Submitting Applications: 4 September 2022 Primary Responsibilities and Duties: With minimal administrative oversight, essential responsibilities will include and not be limited to the following:
  • Review accounting transactions, performing required monthly reconciliations, and compiling monthly submissions for review by the Director of Finance & Operations.
  • Ensure the completeness, accuracy, timeliness, adequacy and appropriateness of all financial transactions and that related supporting documents meet audit standards;
  • Assist the Director of Finance & Operations to develop policies, procedures and appropriate systems for project activities;
  • Ensure all bank accounts are routinely monitored and prepare timely monthly bank reconciliations;
  • Prepare the annual financial statements, including preparing assigned audit schedules and gathering other information as needed;
  • Assist the Director of Finance & Operations in developing annual fiscal year budgets and in managing the cooperative agreement and contractual issues with project partners;
  • Reviews, analyzes and monitors project budget-to-actual variances;
  • Traveling to the field offices as necessary for training and financial review/monitoring;
  • Regularly review the cost-share records and prepare cost-share reports;
  • Reviewing and processing cash flow requests;
  • Prepare annual VAT report and ad hoc financial reports for USAID;
  • Ensures that current and accurate financial information is available to the COP and DCOP, the component leads, and to other designated WESE staff at all times;
  • Oversee financial compliance component of the subgrants.
  • Conduct field compliance visits and oversee the implementation of management action plans resulting from field visits;
  • Resolve external issues/problems related to grants administration in a timely manner;
  • Assist in providing technical assistance/ capacity building, as needed, to subcontractors to strengthen financial and operational systems in collaboration with Grants Manager.
  • Provide assistance in the recruitment, training, assessment and professional development of local finance staff;
  • Maintain project financial files, ensuring complete and proper back-up/audit documentation; and,
  • Other duties as assigned by the Director of Finance & Operations.
Required Qualifications: Bachelor’s degree in Accounting or Business Administration OR any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved. Knowledge, Skills, and Abilities: A minimum of 10 years demonstrated experience in a similar financial, compliance, or operational role supporting USAID and/or international donor funded projects;
  • Working knowledge of the OMB 2 CFR 200, CFR 700, ADS and USAID rules and regulations;
  • Advanced knowledge in the use of financial software applications, and Microsoft Office Suite (especially Excel);
  • Excellent general management skills particularly in facilitation, team building and coordination;
  • Accuracy and attention to detail;
  • Excellent oral, written communications, Strong organizational and interpersonal skills and ability to solve complex problems;
  • Professional verbal and written abilities in both English and Arabic;
  • Ability to train/mentor staff in accounting requirements;
  • Ability to multitask under tight deadlines;
  • Ability to travel domestically up to 15%-20% to various locations within Egypt, specifically WESE defined governorates.
Effort, Reporting and Other Administrative Requirements: The Finance Manager is a full-time position that reports to the Director of Finance & Operations who will coordinate all aspects of his/her employment, including but not limited to job description, duties, qualifications, working environment, and performance. Working Environment: This position will interact with the finance team, program team, vendors, subrecipients, grantees and tax authorities. Additional Information:
