The Finance Manager (FM) PDO NOV is responsible for overseeing and directing all financial, accounting, and governance activities in support of Shell's non-operated 34% shareholding in Petroleum Development Oman (PDO), a material Upstream Joint Venture focused on the Exploration & Production of crude oil in the Block 6 concession area in the Sultanate of Oman. The position works across a multi-disciplinary Asset Management Team (AMT) led by the Shell Shareholder Representative to PDO, collectively providing oversight of the venture and ensuring effective corporate governance. The FM PDO will interact with colleagues from Engineering, Technical & Subsurface, Environment, Projects, Commercial, Legal, HR, IT, CP, Finance, and Tax. The position also communicates regularly with Trading & Supply who purchases Shell's crude interest, working to understand the integrated financial performance and supporting any projects or commercial opportunities.

The FM PDO is based in Muscat and has the support of a small local Finance team and directs a larger network of Finance colleagues based outside of Oman (Controlling & Accounting, Financial Planning & Analysis, Tax, and Treasury primarily located in Krakow, Poland). The role also requires regular third-party interactions with the teams in PDO, venture partners, auditors, and other third parties. The successful candidate is expected to be proactive, collaborative, and effective in navigating the complex matrix organisational structure in Shell to deliver results for the business.

This position is a member of the Oman Shell Finance organization where there are other Muscat-based colleagues supporting Shell's business interests in the country. This includes operatorship of a material rich gas concession in Block 10, a non-operated shareholding in Oman LNG, three exploration licenses in Block 11, Block 42 and Block 55, a behind-the-meter solar facility in Sohar, a publicly listed downstream Marketing company, and multiple new business development opportunities in various stages of maturity.

What's the role?

The FM PDO is meant to safeguard and grow business value in relation to Shell's interest in the venture and associated oil rights. There is a particular focus on process excellence, value delivery, business performance, risk management, and governance & assurance. The FM PDO is a key member of the multi-disciplinary AMT and provides direction, coordination, support, and independent challenge on business and financial matters. The FM PDO is expected to embody and champion the organisational values of Honesty, Integrity, and Respect, and be a visible role model of quality team leadership, strong ethics, and inclusive behavior.

Certain key responsibilities:

As a member of the PDO Asset Management Team, provide direction and guidance in the development and delivery of Key Focus Areas which will ensure success for Shell and the joint venture.

Set the work agenda and establish clear roles & responsibilities for the Shell Finance natural working team which supports the PDO NOV. This includes agreeing the annual goals and performance targets and developing an engaged and high-performing team.

Ensure delivery of all finance-related activities across the teams including financial accounting & reporting, planning & budgeting, financial planning & analysis, statutory reporting, financial controls execution, tax filings, contract management, and business performance management.

Appraise the financial and operational performance of the businesses with a focus on value & cash generation, production performance, cost management, projects & commercial opportunity delivery.

Lead the development of credible business plans and targets, including for departmental costs.

Support the annual Reserves submissions, including delivery of the Standardized Measure of Oil & Gas (SMOG) disclosure.

Promote sound governance and assurance through coordination and/or participation in internal and third-party audits. Ensure compliance to the obligations under the different commercial agreements and in line with regulatory requirements. Support the execution of financial and business controls, and lead process effectiveness reviews where required.

Build effective relationships with key external stakeholders, including venture partners, government ministries.

Ensure key internal interfaces are managed effectively, including within Integrated Gas and Upstream, Projects & Technology, and Trading & Supply.

Participate in wider Oman Shell projects and initiatives (reviews, audits, deals, community activities).

What we need from you

Minimum bachelor's degree or equivalent with at least 15 years of experience in Finance, Accounting, or business management activities.

Experience working around joint ventures or independent companies, with deep familiarity of the processes and agreements that are typical to the oil & gas industry (e.g., operating agreements, production sharing contracts, venture accounting, cost recovery, audits, governance committees, etc.).

Strong stakeholder management and interpersonal skills, with the ability to build trust and establish credibility with internal colleagues and external stakeholders. Must also possess an ability to effectively coach, influence, and respectfully challenge others where required.

Demonstrated ability as a finance leader, with the courage and capacity to effectively influence and co-develop business direction with an emphasis on value creation and risk management.

Front-line leadership experience and comfort working in multi-disciplinary teams and diverse settings.

Project management experience, possessing capability to understand, design, and lead initiatives.

Willingness to promote and support Oman Shell's leadership focus areas including individual staff development, fostering a psychologically safe environment that is also diverse & inclusive, ethical leadership, and growing the local talent pipeline and rate of Omanisation.

Experience in the Oil & Gas industry is required.

Recognised professional qualification is preferred (e.g., ACCA, CIMA, CFA, PMP).
