Job Scope To oversee the successful implementation of Project SSOW (PTW/ WMS/ Risk Assessment etc.) HSE requirements / HSE performance of the Project and ensure all field work is executed in a safe manner.
Primary Duties Assure project compliance with Permit-To-Work system and PTW Accountabilities applicable for the project. Clarify and resolve issues raised by IWAP Team/Construction team regarding the work permits. Ensure continuous improvement of the Permit to Work system. Competency in SSOW (PTW/ WMS/ Risk Assessment etc.) Act as Focal Point for all PTWs. Facilitating the PTW Coordination Meeting/IWAP Meeting on Daily Shift basis with respective asset owners. To review all the new PTWs submitted by Contractor for approval and ensure that they have attached associated documents and certificates as per WMS & PTW procedure & its requirements. Monitor SIMOPS control between areas and manage location board. Perform spot-checks routine audits during the execution of activities. Maintain the PTW Office, PTW boards etc. in coordination with all PTW Role players. Controlling issuance and storage of Work Permits and Isolation Certificates. Maintain the PTW excel tracking sheets. Track Work Permit numbers. Review of closed PTW, filing and keeping the permits until the retention period. Assist the Group HSE Manager for all HSE matters as per Project requirements.
Qualification Bachelor Degree / Diploma in Engineering or Bachelor Degree in Science Minimum one or more of the following Certification: NEBOSH IGC or NEBOSH Certificate for Environmental Management Certified ISO 14001/ISO 45001 Internal or Lead Auditor Any other HSE certifications Other HSE Trainings / Certifications as per Project Training Matrix Technical competence in all matters relating to Safe Systems of Work and Permit to Work.
Work Experience Minimum 8-10 years\' experience in HSE in Construction, Fabrication, Installation and/or Commissioning projects / Operations in the Oil & Gas or Petrochemical industries. Previous experience working for ADNOC Offshore project is preferable.
Skills and Competencies Have strong understanding of the HSE issues, practices and behavioural aspects in the Oil & Gas EPC business. Able to lead a team of HSE personnel such as HSE officers, Hygiene officers etc. Sound understanding of the HSE Management System and HSE legislative requirements. Ability to develop and implement HSE plans, Welfare plans, Emergency response procedures/plans and site specific HSE procedures / work instructions. Practical experience in implementation of SSOW (PTW/ WMS/ Risk Assessment etc.) Ability to conduct training/awareness sessions on relevant HSE procedures applicable to the SOW. Ability to implement practical H2S control measures. Ability to conduct HSE audits and inspections. Ability to investigate incidents, identify immediate and root causes. Ability to speak, read and write English with good communication skills. Effective interpersonal and verbal & written communication skills.
