Our client, a leading organization in

infrastructure and public works development

, is seeking an Estimation and Proposal Engineer with extensive experience in estimation, preparation and submission of EPC and Turnaround/Shutdown proposals.

Key Responsibilities

Oversee and manage the estimation, preparation, and submission of EPC and Turnaround/Shutdown proposals. Develop detailed cost estimates, manage RFQs, and ensure project specifications meet safety, quality, and clientrequirements. Lead discussions with clients, subcontractors, and vendors, identifying areas of improvement and negotiating thebest terms. Provide technical and commercial expertise during bid analysis, contract negotiations, and project implementation. Lead the coordination with Engineering Consultants, Procurement teams, and Vendors to prepare comprehensivebids. Act as the primary point of contact for clients during proposal phases, understanding their needs and providingtechnical and commercial clarifications. Perform bid analysis, including risk assessments, value engineering, and alternative solutions to enhance bidcompetitiveness. Collaborate with team to ensure technical proposals are feasible and compliant with project requirements. Work closely with procurement teams to source quotations, evaluate vendors, and negotiate terms. Engage with legal and contractual teams to review terms and conditions of bids and contracts. Mentor and guide proposal team members, fostering a collaborative and high-performance environment..

Qualifications & Experience

Bachelor's degree in engineering (Mechanical)

12+ years of experience in Project Estimation and Proposals in the Fertilizer, Petrochemical, and Oil & Gas sectors. Proven track record of successful bid submissions for large-scale projects, especially with clients like QatarPetroleum, ADNOC, Saudi ARAMCO, etc. Strong understanding of technical, commercial, and contractual aspects of EPC and Shutdown projects. Excellent leadership, negotiation, communication, and stakeholder management skills.
