Job description
The Estimating Lead would report to the Project Director and is responsible for the accurate and timely provision of detailed CAPEX cost estimates for the design and construction of railways and railway/transport infrastructure associated with the project.
Develop CAPEX cost estimates for the design and construction of complete railways and associated transport infrastructure, including but not limited to developing detailed cost estimates for the following elements:
Rail civil and track works
Bridges
Tunnels
Underpasses
Overpasses
Culverts
Utilities
Roadworks
Passenger stations, depots, operations control and other buildings
Railway systems
Station systems
Rolling stock
Detailed estimates must be able to cover all required trades/disciplines, e.g. civil, structural, MEP, architectural, finishes, signaling, train control, rolling stock and yellow plant.
Prepare and present estimates and associated CAPEX projections to Etihad Rail senior and executive management.
Interface with contract administration on contract issues, status of changes and assisting with assessment of changes and associated risks.
Interface with Project Controls on program/schedule aspects.
Profile
Bachelor or Masters Degree in Engineer or Quantity Surveying.
Minimum of 20 years of overall construction project experience.
Minimum of 10 years of construction cost estimating experience, in a construction contractor organization and/or a construction cost consultancy.
Previous rail projects experience.
Previous Middle East projects experience.
Local UAE market knowledge.
Experience in pricing early feasibility studies through to tender estimates and pricing detailed post-award changes.
Competent in obtaining and determining construction cost estimates using a \'first principles\' approach based on accurate and current market data.
