Job Description

Wood is currently bidding for Commisioning Deliver Lead to join us in UAE region. This position will be based in Wood office, Abu Dhabi UAE.

Please note that at this stage, applications for this role are invited as an Expression of Interest (EOI) whilst opportunities are being fully determined.

Objective:

+ Primary Function (corporate and project)

+ Provide support to the Operations Director to implement business strategy and policies for safe and efficient operational delivery for Consulting's Commissioning and Completions projects.

+ Promote high standards within the commissioning and completions team at all times, ensuring client satisfaction is achieved and maintained.

+ Provide support in Growth and Development with regards commissioning and completions opportunities across energy and materials market sectors.

+ Provide oversight to project teams in preparation of commissioning deliverables and schedules, and support execution delivery.

+ Be a pursuit lead and assist with development of proposals for opportunities, leveraging best expertise for commissioning and completions scope of work definition to aid preparation, planning and execution.

+ Assist the commercial team with competitive discipline rate suites and maintain these.

+ Assist with developing the corporate commissioning strategy.

+ Assist in maintenance of the project budget through diligence and utilisation of efficient and working practices.

+ Support the Operations Director with financial reporting for the region with the assistance of the F&A team.

+ Support the Project Commissioning team(s) and approving commissioning deliverables in line with the competency matrix.

+ Support the development of the Commissioning and Completions Business Management System.

Responsibilities:

Corporate

+ To work within the parameters of the Wood Management System and ISO 9001:2015.

+ Act as the main regional focal point to the Operations Commissioning teams for support in Operational Execution

+ Interface with other departments as part of the integration of Wood Commissioning Services across all Wood Business Units.

+ Represent Company to clients, assess clients' needs and engage with clients to ensure efficient delivery of agreed scope of work.

+ Supervise and support the Project Commissioning Team(s).

+ Provide commissioning input to the project plans and schedules.

+ Develop project commissioning strategy documents.

+ Be key point of contact for Commissioning & Start Up activities for internal and external scope.

+ Lead Commissioning and Completions presentations and demonstrations.

+ Regional focal point for GoTechnology delivery, sales and customer assistance.

+ Assist in developing business plans, market services and create bidding opportunities.

+ Provide Input to Commissioning and Completions budgetary estimates and proposals.

+ Stand in for line manager to plan, direct and control day to day operational delivery of the business and as required that of projects.

+ Assist with the selection of Commissioning and Completions Personnel.

+ Approval of timesheets for Commissioning and Completions personnel.

+ Coordinate commissioning reporting - bi-weekly and monthly.

Project

+ Lead Commissioning Scope of Work when required with respect to philosophy, strategy, schedule and development of procedures.

+ Be a self-starter in winning own commissioning scope of work.

+ Review and approve commissioning procedures - ensure compliance with project standards, specifications and procedures.

+ Ensure all commissioning activities adhere to all applicable site / project safety procedures and practices.

+ Actively participate in all company and project safety initiatives

+ Audit site/project activities on a regular basis to ensure all compliance with project safety, environmental, and quality requirements,

+ Monitor and report commissioning progress on a regular basis

+ As required manage/attend project HAZID's / Risk Assessments

+ Provide input into audit reviews.

+ Provide input into budget management and cost control.

+ Provide input into planning process as requested.

HSSE Responsibilities:

+ Provide positive leadership on HSE issues within your area of operation and for the members of your work team for which you are responsible

+ Take care of your own health, security and safety whilst at work, ensure your activities do not adversely affect the health, security and safety, of others or damage the environment

+ Promote a positive attitude in the workforce and encourage behaviours that protect both people and the environment

+ Co-operate with the company in all matters of health, safety, security and environmental protection and make your contribution to reducing accidents and conserving natural resources

+ Ensure you have been fully briefed on, and have a good understanding of, the task at hand. Always work in accordance with the instructions given and any written HSSE risk assessments/method statements.

+ Report any conflict

+ Never deviate from an agreed method of working unless the supervisor or relevant manager has been notified and authorisation has been obtained

+ Ensure that you have and use the correct access, tools, equipment and personal protective equipment for the work

+ Never undertake hazardous operations nor operate any items of plant or equipment unless trained and authorized to do so

+ Report to immediate supervisor any defects in plant or equipment or unsafe methods of work and ensure that plant, equipment and premises are left in a safe and secure state and place when unattended. Do not operate any item of plant or equipment that has become defective

+ Report to your immediate supervisor all potential hazards and incidents that have or could have resulted in personal injury or environmental damage

+ Report any work-related personal injury or disease to your immediate supervisor and ensure that an entry is made in the accident book at your place of work

+ If you are asked to undertake a task that you feel is unsafe or for which you feel you do not have the appropriate knowledge or training, stop the task and report to your immediate supervisor

+ If you see an unsafe act or condition, and it is safe to do so, intervene and stop the activity and explain the hazard

+ Organise work to be carried out in accordance with relevant HSE risk assessments / method statements/ work instructions / procedures

+ Monitor personnel under your control to ensure they comply with their individual responsibilities in HSE matters

+ Give personnel under your control clear instructions about the required methods of work

+ Ensure that all relevant personnel are involved in HSE risk assessments prior to any work activity commencing and, where appropriate, that method statements are available, understood and that any identified control measures are implemented

+ Where appropriate assess and implement any additional HSE controls required to address the needs of new employees, young persons, non-native speaking workers, disabled persons, pregnant women, etc

+ Monitor that risk assessments/method statements accurately reflect the HSE hazards present and ensure that any required changes are agreed and implemented in accordance with the arrangements for control of changes to planned methods of work

+ Ensure appropriate arrangements are in place for two-way communication and where appropriate deliver toolbox talks to the work teams

+ Identify HSE training requirements of personnel under your control and advise appropriate management

+ See that accidents and incidents are reported immediately to the relevant manager

+ Ensure that personal protective clothing and equipment is used where identified as required and is properly maintained and stored

+ Ensure that only authorised persons operate plant and equipment

Internal:

Operations Director, G&D Manager, APO Team, Support Functions (HSSE, F&A and P&O) and Wood Engineering hub team.

External:

Client Project team, Client Commissioning Teams, Client O&M Team, Vendors, Sub-contractors, Third Party Verification and Client HSSE team

Influence:

High in the provision of technical expertise and support of functions.

High, regarding the direction of commissioning personnel in the safe execution of commissioning workscope

Accountable for decision making applicable to the execution of workscope in a safe and effective manner and therefore must have the ability to influence and direct Senior management, Peers and Teams. Excellent levels of communication skill required.

Qualifications:

+ BEng / BSc (or equivalent) in Engineering

+ IT Literate (Excel / Word / PowerPoint etc)

+ Company mandatory training (Induction, risk awareness etc)

+ Task Risk Management Trained Person

+ Conversant with Project Management Systems

+ PTW / Control of Work Awareness

+ International Medical

Knowledge, Skills and Experience:

+ Demonstrable experience in similar role, with a proven background of delivery

+ Strong multidiscipline experience in O&G system commissioning, start-up and operations

+ Recognised O&G process commissioning background

+ Experienced in O&G systems commissioning and testing

+ Familiar with O&G process equipment, start-up and operation

+ Experienced in planning and coordinating system commissioning activities

+ Experienced in running multidiscipline HAZOP's / Risk assessment reviews

+ Experienced in the management of system commissioning personnel / team

+ Extensive knowledge of O&G related HSEQ safe working practices / procedures

+ Experienced in the development and coaching of team members

+ Ability to interface and interact with Client Representatives at all levels

+ Offshore experience in similar role

+ Conversant with HR practices / processes

+ Conversant with TRM / Audit process

+ Demonstrate a strong commitment to safety and quality

+ Flexible - able to comply /adapt to company / client requirements

+ Delivery focused and committed to achievement of project goals

+ Able to develop/review and approve design of temporary minor utility systems and supplies

+ IT literate in all major software packages (Word / Excel / PowerPoint etc)

+ Able to implement, manage and audit Permit to Work procedure and Isolation procedures

+ Familiar with national/international O&G industry legislation, standards and specifications

+ Conversant with completions management software and its functionality

+ Good level of understanding of construction / commissioning processes

+ Good organisational and scheduling skills
