Overview

***This position is physically located in Kuwait in support of LOGCAP***

Under the direction of the MWR Programs Manager, provides overall supervision and execution direct support for the MWR Entertainment Program at multiple locations throughout the area of responsibility simultaneously. Assists with the identification and resourcing of the Entertainment section mission to support requirements.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Supervises the development and maintenance of the MWR Entertainment Program.

+ Develops, plans, and coordinates support for special celebrity events and professional entertainment programs.

+ Plans logistical and coordination support for multiple, and simultaneous programs, events and community level activities other than AFE.

+ Maintains continuous liaison with Vectrus MWR Staff, Installation Commanders, Camp Mayors and their MWR representatives to enhance cooperative efforts in administering local responsibilities for seamless MWR logistical support.

+ Maintains liaison with the US Embassy/GCC for country clearances approval and any special requirements, as in private aircraft landing clearances.

+ Directly coordinates with APOD / APOE on all military air requirements to include flight arrival / departure times, manifesting of passengers and cargo.

+ Assists in the development of resource requirements and allocates them as necessary to support programmed events IAW contractual specifications.

+ Applies and enforces management control procedures to the lowest level, ensuring quality standards are met.

+ Develops Entertainment section's SOPs, Work Instructions and Training Plans that support contractual requirements.

+ Manages supply accountability within the Entertainment section. Reviews secondary hand receipts by conducting periodic 10% and 100% joint inventories.

+ Manages the requisitioning, receipt, storage, distribution, maintenance, and turn in of supplies and equipment.

+ Ensures equipment is kept serviceable, supplies are utilized properly and full accountability of MWR equipment is maintained.

+ Provides coordination and full logistical support for DOD/USO Entertainment Troupes, to include transportation, installation badging, engineer support, medical, subsistence, and housing. Coordinates performance dates and site support issues with Camp Command Cells when required.

+ Tracks supply of information and publicity items to MWR Marketing & Media to ensure on time execution of contract deliverable items.

+ Plans work schedules, develops work-operating procedures and distributes work according to skill level while resolving problems.

+ Reviews operating procedures and recommends changes. Writes work instructions and maintains document-control records IAW ARIMS.

+ Performs self assessments and makes changes in procedures to accomplish work effectively and economically; recommend measures to improve productivity.

+ Tracks and maintains information with Services Manager to ensure all daily, weekly, monthly slide, spreadsheets, and reports are maintained and produced in a timely manner while focusing on quality

+ Works to achieve goals and contractual commitments.

+ Must be willing to work on holidays, short notices, all shifts, overtime and assigned to any MWR location. Vacation scheduling will also be dictated by mission requirements and determined independent from spouse if applicable.

+ Performs other duties as required and directed by MWR Management.

+ Duties include but not limited to: assisting other department sections to ensure mission requirements, working different shift patterns, and cross leveling into different MWR job titles and duties when directed.

Qualifications

+ Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

+ High School graduate or equivalent

+ Associates Degree in Program Development or related discipline (Desired)

+ Must be CAC eligible and/or the ability to obtain a CAC

+ Must be able to obtain a Host Country Driver's License

+ Certifications:

+ CPR/AED and First Aid Certification from a nationally/internationally accredited agency is required within 60 days of hire.

+ Experience:

+ Requires at least two years of mid-level management/supervisory experience in a key position with any US Military or civilian program.

+ Must have at least two years of customer service background and experience.

+ General knowledge and experience in a logistics environment preferred. (Desired)

+ Skills:

+ Must have a high-level of organizational and planning skills with emphasis on attention to detail.

+ Must be highly skilled in written and verbal communications and able to deal tactfully and effectively with employees in all levels of the organization as well as high ranking military officials.

+ Must be proficient using MS Office and other related programs.

+ Must possess a strong command of the English language (written and verbal).

+ Supervisory Responsibilities:

+ Supervises the activities of professional staff within the MWR Entertainment Section

+ Working Conditions:

+ Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

+ Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).

+ Includes some industrial production environment conditions as well.

+ Physical Requirements:

+ Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

+ Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

+ Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

+ Must comply with all Fire and Safety Regulations and post policies.
