2 Role Purpose

Manage the establishment and implementation of Enterprise Architecture services and solutions within the organization, enabling DCT to effectively translate its strategic and business priorities. Ensure a holistic enterprise architecture model for DCT, covering all architectural perspectives in line with best practices.

3 Key Responsibilities

Enterprise Architecture Management Monitor the overall establishment of DCT enterprise architecture plan and tools, such as technologies, systems, infrastructures, applications, data, etc...in line with DCT and Technology Department overarching strategic priorities. Manage and provide direction on reviewing enterprise architecture solutions and ensure assessing their strategic and architectural fit to DCT. Manage, oversee and assess DCT's current state and develop the desired state and migration roadmap for technology that supports the Technology department's priorities and integrates various technology and objectives across the functions. Provide strategic direction to analyze, identify and implement new technologies and best practices, aiding to solve complicated problems and to achieve desired outcomes. Monitor and manage the development of DCT's organization wide data architecture blueprint in line with DCT's overall targets to build data enabled organization. Oversee the overall development and implementation of security architecture strategy, while monitoring effective placement of security hardware and software. Direct defining and documenting enterprise artifacts in close collaboration with relevant internal and external stakeholders. Provide architecture advice and recommend solution changes to ensure all enterprise architecture projects are achieving optimal results and effectiveness. Ensure the consolidation and unification of DCT systems and platforms to improve the overall integrity in-line with the department's objectives and technical priorities. Provide expertise and direction to improve and enhance the overall quality of architecture services provided. Ensure all architectural assets, solutions, tools and /or concepts are developed in line with Enterprise Architecture standards and principles. Ensure integration/interface of new implementations; liaise with end-users and vendors to minimize problems to create efficiency and availability of applications at all time and oversee and manage the applications architecture/planning, development and estimation.

Shared Activity Strategic Contribution Ensure effective cascading of the functional strategy into section business plans to ensure vertical alignment and horizontal integration with other interfacing sectional strategies.

People Management Manage the effective achievement of assigned objectives through the leadership of the Section by setting of individual objectives, managing performance, developing and motivating staff to maximize performance. Lead the talent development initiatives for the assigned section, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements. Act as a role model and drive adherence to organizational values and ethics by employees of the assigned section to foster a value driven culture within the organization.

Budgeting and Financial Planning Manage the preparation and recommend the section budget and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.

Policies, Systems, Processes & Procedures Manage and ensure effective implementation of functional policies, procedures and controls covering all areas of assigned section activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.

Continuous Improvement Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.

Reporting Ensure that all section reports are prepared timely and accurately and meet DCT requirements, policies and quality standards.

5 Qualifications

Bachelor's Degree (Master Degree Preferred) in Computer Science, IT, Web Development or equivalent. Project Management Professional (PMP) Certification / Program Management Professional (PgMP) Certification is preferred Certifications in IT Standards, Togaf, Cobit, ITIL are highly preferred.

6 Experience

6 to 8 years of experience in Information System or Information Technology domain. At least 4 years of experience in a Managerial position.

7 Skills

Language: Full professional English and Arabic proficiency both in speaking and writing Skilled in MS Office (PowerPoint, Word and Excel) High level of competency in relevant software applications Administrative skills and attention to detail Self-motivated with a proven ability to complete work in a timely manner Ability to quickly integrate with existing business software tools and knowledge of other relevant industry software Excellent written and verbal communication skill - including appropriate stakeholder alignment Evidence of creating, implementing, and managing policies and procedures Ability to multi-task and to prioritize work effectively Ability to work under own direction and high degree of initiative Knowledge of the principles, practices and techniques of project management and adoption Extensive experience of analysing and understanding customer and business needs and translating them into application and operational requirements. Ability to work in both agile and waterfall and managing resources and people effectively within both methodologies Thorough understanding of information technology procedures and practices Knowledge of Java EE, PL/SQL, Python, Linux, Net Core and JSON Scripts, AWS Compute and Database Expertise in cloud solutions for IaaS, PaaS and SaaS standards Experience with MS Azure and Aws Cloud forms Experience with DevOps, DevSecOps and LoCode/NoCode solutions
