Job Purpose

Prepare, review and lead risk assessments for Port operations including review of risk assessments from contractors to ensure alignment with ADNOC Standards and other valid International Standards.

Plan, organize, supervise and coordinate various HSE activities, which include assisting PPA Management in the preparation and implementation of various safety programmes, reviewing proposals for safety, finalizing plans for same and assist in preparing annual budgets.

Maintain Function\'s Occupational Health Management System and conduct Occupational Health campaigns as required.

As and when required, liaise with ADNOC HSE to coordinate PPA\'s HSE requirements.

Job Specific Accountabilities (Part 1)
  • Interpret safety aspects of contractors, this includes reviewing contractor\'s performance on safety aspects and producing overall rating assessments and following up with contractor\'s management on areas of concern related to any HSE issues.
  • Plan and conduct HSE compliance check on the contractors.
  • Review and provide inputs to UAE/Abu Dhabi Marine Laws as requested by Federal transport Authority.
  • Provide Marine HSE inputs to the Governmental agencies as and when requested.
  • Prepare HSE audit plan for sites and conducts HSE audits.
  • Prepare Risk assessments for Port Operations.
  • Identify and prepare a list of HSE critical system at sites.
  • Review the Scope of Work (SOW) of Marine projects within Petroleum Ports from HSE perspective and ensure that the SOW complies with ADNOC Standards.
  • Determine and advise the management in order to modify/alter systems to avoid total failure of same, such as air conditioning, electrical power, fire alarm, and water supply systems, etc.
  • Ensure that contracted works for any additions/alterations on HSE critical systems are carried out as per ADNOC\'s policy.
  • Periodically advise on the safety arrangement including safety equipment\'s of all buildings.
  • Prepares annual safety equipment and apparatus requirements at sites offices as part of the safety budget.

Generic Accountabilities

Ensures all safety and fire systems at site offices conform to standards, prepares snag lists and ensures that defects are removed from property.
  • Ensures proper documentation and storage of all technical details pertaining to new buildings and of buildings, which have been renovated, i.e. data on fire pumps, Fire Alarm Systems, etc.
  • Conducts meetings with consultants and suppliers to evaluate pre-design information/data on safety arrangements as and when required.
  • Plans emergency evacuation for site offices, ensure implementation of evacuation plan and arrange HSE drills.
  • Develop various HSE awareness programs for the Function.
  • Prepare and issue Safety Bulletins as and when required.
  • Provides HSE support to Marine projects as required.
  • Ensures preparation of monthly activity safety report, this includes highlighting activities/areas for improvement and making recommendations to management regarding overall performances.
  • Prepare and co-chair HSE meeting at sites at regular intervals
  • Lead the implementation of approved policies, system, standards and procedure in order to support execution of the department work programs in line with company and international standards

Internal Communications & Working Relationships

Internal
  • Liaise with Harbor Master for day-to-day work plan and support HM in all HSE related matters.
  • Frequent contacts with other departments in PPA as well as relevant Group Companies.
External Communications & Working Relationships

External
  • Frequent contact with maintenance contractors, suppliers and any other relevant PPA contractors.
Minimum Qualification

Minimum of Chief Mate (Foreign Going) Class -II or 2nd Eng. (F.G) Class II from a recognized maritime institution endorsed by an internationally recognized Governmental body or equivalent Nautical Science/Marine Degree Certificate internationally recognized Governmental bodies.

Minimum Experience, Knowledge & Skills
  • 5 or more years\' of experience of experience in marine fields, preferably with security background including:
- Minimum 3 years preferably on board vessels in senior capacity with a recognized shipping operator or equivalent experience.

- Experience in terminal operations, preferably in terminals similar to PPA jurisdiction ports
