JOB PURPOSE:

Provide technical expertise, manage information from Fire & Gas Safety Audits & actively follow action tracking and maintain Fire & Gas activities to ensure continued compliance with developed strategies, codes of practice & benchmarks performance.
  • KEY ACCOUNTABILITIES:
Maintenance Planning, Execution and expertise

Analyze failure reports and suggest/implement solutions for abnormal and repeated failures. Maintain a centralized record for the failure reports on the Fire and Gas systems.

Investigate the root cause of chronic problems, identify the "bad actor" and suggest/implement remedial solutions

Manage F&G spares and evaluate the criticality and ensure their availability at respective warehouse.

Prepare and review maintenance contract and ensure their effective implementation by follow up of contactor closely and with the use of area KPIs.

Ensure that appropriate and updated procedures and Hazard Identification and Risk Assessment (HIRA) for specific fire and gas activities are available.

Review and ensure that job plans are appropriate, available and properly assigned for all PMs in the system and ensure the data quality by contractor in the system.

Evaluate, allocate & arrange the manpower requirements for daily preventive, break down and shutdown maintenance plans.

Assess the workload, backlog and the work plan through the effective use of Maintenance Management System and coordinate with relevant sections to complete the work plan. Also to monitor and arrange the resources for the effective compliance to the agreed work plan.

Monitor and control the spares inventory in coordination with Procurement division by analysing the stock level, criticality of the spare/equipment and rate of consumption.

Ensure the quality of data entered by the maintenance team in the system and analyse this data to optimize the maintenance activities, take note of repeated failures and provide technical solutions.

Liaise with Mechanical and Electrical sections / teams and establish a seamless integration between operation and maintenance teams to ensure compliance to the planned maintenance activities.

Prepare and review various maintenance performance reports such as Preliminary Failure and Root Cause Analysis Reports, Maintenance compliance factor (MCF) and suggest and implement the most cost effective and appropriate solutions to prevent the failures.

Compile / provide input for preparation of division/department Capital and Operating budgets, EOM & MM budgets and monitor the annual expenditure at optimum frequency to comply with the given targets. Also provide inputs to prepare and track the forthcoming major activities, upgrades and obsolescence issues to integrate with the division\'s 5 years rolling business plans

Participate in Factory Acceptance Test (FAT) and Site Acceptance Test (SAT) for on-going projects in the area and ensure the implementation of the projects is in line with company DGS and to evaluate and coordinate for the implementation of PCRs in the area.

Review and ensure that HSE Critical Equipment System (HSECES) job plans are appropriate, available and properly assigned for all the Preventive Maintenance (PMs) in Maximo and ensure the data quality.

Participate in defining the technical requirements, technical bid evaluation and inspection of materials on receipt to ensure specifications and required quality.

Monitor the performance of Contractors for the assigned works to ensure quality and standards

Conduct internal PM Audits to ensure effectiveness of procedure and job plan implementation

Prepare HIRA, raising temporary concession and permanent management of change (minor and major) as per plant operation requirement.

Supervision

Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.

Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective functional objectives.

Budgets

Provide input for preparation of the Section / Team / Department budgets and assist in the implementation of the approved Budget and work plans to deliver functional objectives.

Investigate and highlight any significant variances to support effective performance and cost control.

Implement approved Section / Team / Department policies, processes, systems, standards and procedures in order to support execution of the work programs in line with Company and International standards.

Comply with all applicable legislation and legal regulations.

Contribute to the achievement of the approved Performance Objectives for the Section / Team / Department in line with the Company Performance framework.

Innovation and Continuous Improvement

Design and implement new tools and techniques to improve the quality and efficiency of operational processes.

Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability

Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices

Reports

Provide inputs to prepare MIS and progress reports for Company Management * COMMUNICATIONS & WORKING RELATIONSHIPS:

Internal

Regular work related contact with concerned Section / Team Leader and Department Manager as required, peer Professional staff and team members on matters related to Team / Section Policies and Processes, People, HSE and domain specific issues.

Instrument and control engineers, supervisors, technicians, planners and area planning engineer, electrical and mechanical section heads, various section heads of central maintenance and area coordinator, operation superintendent and shift controllers and area maintenance heads.

Maintenance Department Manager, Operations Department Manager and team, HSE Department Manager. Other Managers as appropriate to getting the job done.

External

Plant Machine and Equipment Vendors, Third Party Service Providers e.g. Contractors, and supply chain management departments and technical services. * QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

BACHELOR DEGREE IN INSTRUMENTATION AND CONTROL OR ELECTRONICS DISCIPLINE OR EQUIVALENT PROFESSIONAL QUALIFICATION.

Minimum Experience & Knowledge & Skills

6 YEARS OF EXPERIENCE IN ACTIVITIES OF FIRE & GAS MAINTENANCE ENGINEERING AND MAINTENANCE WITHIN A LARGE INDUSTRIAL ORGANIZATION, PREFERABLY IN THE OIL AND GAS INDUSTRY.

Good knowledge about evaluation of fire and gas detection, safety equipment, evacuation, etc.

Good knowledge about risk assessment, explosion, failure analysis.

Detailed knowledge in international standards F&G related (NFPA, IEC, Shell DEPs) and best engineering practices in oil and gas industries

Knowledge of Maintenance Management System (SAP/Maximo)

Knowledge about HSE procedures & practices.

Planning and Organising, Scheduling and Co-ordinating, Checking, Examining and Recording.

Demonstrated skills in the commissioning, operation and maintenance of fire and gas systems.

Strong analytical and trouble shooting skills.
