Job Description

Job Purpose To assist the Head of Electrical & Automation and Electrical Supervisor in leading and coordinating the activities of the Electrical & Automation Section. Provides professional work involving planning and coordinating the installation, maintenance and shutdown / turnaround activities related to electrical equipment and systems on company facilities in collaboration with all related internal and external parties; guide and direct the assigned contractor teams on the effective execution of daily shutdown/turnaround activities in line with the defined schedules in order to review and evaluate equipment performance and support in all initiatives to enhance productivity, uninterrupted operations and process improvements.

Key Accountabilities

Maintenance Activities (Electrical)

Work in close coordination with the Head of Section, participate in the annual budget preparation procedures, providing input to other Sections in Maintenance and Production Department. Initiates budget proposal, determine manpower requirements for inclusion. Prepares activity plan for the forthcoming year for incorporations in the overall plan. Prepares budget proposal for operating and capital expenditures based on the annual plan for maintenance activities. Upon review of the overall turnaround/shutdown plans in collaboration with Head of Electrical & Automation, participate in the preparation of the work packages and work permits for the specific services to be executed by contractors for the assigned line of work in coordination with maintenance planning and in adherence with defined procedures and operational priorities. Report the financial performance of a given area of activity versus budgets so that areas of unsatisfactory performance are identified and rectified promptly, and potential performance improvement opportunities are capitalized upon. Ensure effective execution of maintenance activities of the assigned unit in line with the plans and approved budgets in accord with defined HSE and quality standards. Participate in the identification of material/equipment required for the planned maintenance activities in the electrical area for all company plants and facilities and coordinate with Heads for the timely availability of all requirements. Review annual requirements for manpower or special equipment hire for maintenance purposes for the assigned line of work; analyzing manpower utilization and materials usage data to ascertain detailed needs. Review estimates of labor, materials, tools, and external services required for such work and coordinate preparations for shutdowns with other divisions. Raise necessary documentation to initiate contract negotiations for ongoing manpower requirements or hire agreements for equipment in line with operational requirements. Participate in the planning for the electrical demand on power production and maintenance in the light of future operational plans, modifications, plant developments, shutdown etc. to ensure business requirements are being met. Participate in planning of major equipment, plant shutdowns or turnaround maintenance, providing guidelines for the preparation of critical paths. Participate in vendor selection process including site visits, inviting vendors for reviewing new technology for best adaption in accordance with company requirements. Ensure preventive and corrective maintenance programs, and planned shutdowns are implemented in conjunction with the operations and integrity departments to plan and coordinate major shutdowns and turnaround activities. Organize and supervise the activities and work of contractors to ensure that all work within a specific area of the shutdown/turnaround activity is carried out in an efficient manner which is consistent with operating procedures and policy. Carry out Isolation De-Isolation of High Voltage equipments in the plant and co-ordinate with Kahrama / company where any work related to interconnection between Kahrama / company, and QVC is required. Awareness of the QVC RC (Responsible care) polices and management systems, in addition to develop awareness among the section. Liaise closely with staff engineers of other sections to ensure that both maintenance and project work are carefully integrated into the on-going maintenance and production operations, especially during periods of plant shutdowns.Turnaround/Shut down Operations for Electrical

Carry out site survey for job estimation and job inspection. Inspect the contractors work while in progress to ensure it is being carried out in accordance with agreed terms and conditions and to the standards required and report any deviation. Participate in the preparation of feasibility studies for new installations, replacement or repair of existing electrical/plant and equipment including technical evaluation, specifications, and materials for modifications together with process diagrams and cost estimates; prepare for follow up reports and evaluation on the modifications completed. Coordinate the work of assigned contractors at onsite or in the workshop, ensuring safe, efficient, economic execution of maintenance activities for optimizing maintenance resources and cost and propose outsourcing of jobs to contractors where deemed necessary in line with company requirements and resource optimization initiatives. Work in close coordination with the Electrical Supervisor to implement the companys electrical shutdown/turnaround programs ensuring safe, efficient, and economic application of procedures. This includes the coordination between workshop and maintenance planning to implement optimal maintenance operations. Troubleshoot critical problems or breakdowns and conduct investigations, diagnose faults, and determine the best action for remedy and ensure that proper repairs are done in line with company's quality and HSE standards. Assist in analyzing and evaluating problematic equipment/system with repeated maintenance and recommends replacement. Recommend changes to the equipment model for standardization or other purposes as deemed to be necessary to improve reliability and availability and reduces maintenance cost. Participate in the investigation and specification of modifications to existing systems; Help in preparing preliminary submissions including technical specifications and materials for modifications together with accompanying drawings, process diagrams and cost estimates. Ensure that all maintenance & shutdown/turnaround documentation is completed correctly including the Log, outlining the fault, method of repair and the time, labor and materials used to support timely availability of information. Verify the final quantity of the work performed by the contractors and ensure that it is meets quality requirements to initiate the payment process with Finance. Carry out various audits on work orders and items repairs in the workshop to ensure compliance with quality standards. Liaise closely with staff engineers of other divisions to ensure that maintenance work is carefully integrated into the on-going maintenance and production operations, especially during periods of plant shutdowns.Stock Control

Help in the preparation of annual requirements for equipment, spare parts and general materials for the Electrical Division to support timely availability of requirements as per maintenance plans. Check the entering of new spare parts and ensure the spare part level is correct from a technical and economical point of view. Participate in Technical evaluation of spare parts ordered.Service Legal Agreements

Assist in developing proposals and scope of work for tendered service agreements ensuring alignment to legislative standards and corporate governance framework.Training

Follow-up with the training coordinator on the ongoing training programs for Qatari national employees to facilitate the development of national talent in line with the strategic objectives. Provide on the job training to new and existing employees to develop talent among the division. Develop awareness of the company RC (Responsible Care) policies and management systems among the division.System Administration

Assist in the effective administration of SAP processes within the electrical maintenance division and adherence to SAP guidelines in all related aspects of annual and monthly planning, scheduling, master data management, (reviewing breakdown, corrective maintenance notification, creating the maintenance work orders and planning etc.) in order to ensure system/data integrity in line with defined company standards. Update the system documents as necessary to comply with quality standards.Networking

Develop and maintain effective business relationships with all relevant internal departments and external entities such as contractors, and service providers etc. with highest standards of business ethics, whilst promptly attending to all critical technical issues in-order to ensure the services required by the organization are delivered in the most effective manner. Provide inputs in the preparation of timely and accurate departmental statements and reports to meet company's and department requirements, policies and standards. Record and report work completion, job status and other required data from the Electrical Division to the Management and Operations to facilitate strategic decision making.Related Assignments

Perform other related duties or assignments as directed. Qualifications and Experience

Bachelors degree in electrical engineering from a reputable university 5 years of relevant experience in the assigned field of Maintenance with at least 3 years of growing supervisory / team leadership responsibilities. Job-Specific Skills (Generic / Technical)
