Job Description

The new U.S. Embassy Compound Project in Doha will be located on a five-hectare (12.36 acre) site in a new diplomatic zone north of the historic city, within the Wadi al Banat district. The Design-Build contract was awarded in September 2021 to American International Contractors Inc. The Design-Build contract duration is 49 months and the substantial completion is anticipated in December 2025. The NEC, a multi-building campus will provide a new Chancery, Marine security guard residence, and support facilities for the Embassy. The scope objective is to design and construct a new American Embassy, with consular services, to replace the existing facility located in Doha, Qatar including a strategy for future expansion. The major project elements consist of a New Office Building (NOB), Compound Access Control (CAC\'s) - Main CAC, Consular CAC, Service CAC, Pedestrian CAC - SCAC/Utility Building, Support Annex, Recreational Facility, Parking Structure (PKG), and Marine Security Guard Residence. The site for the new American Embassy is in a rapidly expanding area north of downtown Doha and west of Lusail, a new mixed\xe2\x80\x90use residential district. The site is accessed along Arab League road, a six\xe2\x80\x90lane expressway running north\xe2\x80\x90south along the western edge of the site with new roads proposed at the south and east sides. A two\xe2\x80\x90level parking structure for staff parking is located on the western perimeter of the site accessed along a one\xe2\x80\x90way frontage paralleling Arab League Road. The New Embassy Campus is organized into four programmatic zones: representational, recreational, residential, and service. The Chancery sits on the center of the site and defines the edges of the four zones. To the south of the Chancery is the representational zone including the Main Entry Plaza, American Center Plaza, and Consular Plaza. Each space has been designed for dual purpose focusing on day\xe2\x80\x90to\xe2\x80\x90day pedestrian and vehicle access with flexibility to accommodate larger programmed outdoor events. To the west and north of the Chancery is the recreational zone including soccer field, basketball court, pool, kitchenette and deck, cabana building, and recreation building. To the north and east of the Chancery is the residential zone including gardens, terraces, and the MSGQ building. Farther east of the Chancery is the service zone including SCAC, Utility building, official covered parking, and the Warehouse/Shops building. PRIMARY DUTIES & RESPONSIBILITIES:
  • Performs technical inspections of electrical work, monitors the contractor\'s quality control program, and reviews project drawings and specifications to ensure compliance
  • Establishes to support and assist OBO/Doha in ensuring the completion of the project in accordance with contract requirements
  • Ensures that the contractor is performing the required contract work in accordance with the design documents
  • Observes onsite construction and determine if construction elements are being installed, formed, and executed properly
  • Performs quality assurance tasks, ensuring contractor\'s work is properly inspected and corrective actions take place, ensuring materials meet contract, reviewing contractor submittals for compliance with contract requirements, and resolving conflicts
  • Monitors the construction contractor\'s quality assurance and safety program
  • Monitors construction progress vis-\xc3\xa0-vis the project schedule and submit weekly progress reports with recommendations based on the technical review of project documents and field inspections
  • Performs technical inspections of the electrical elements of the project
  • Develops working knowledge of all technical requirements of project
  • Provides Quality Assurance for ongoing construction project
  • Reviews contractor submittals
    • Evaluates proposed submittal substitutions with engineering implications and makes recommendations to the Project Director
  • Prepares responses to Requests for Information (RFI) for questions related to engineering
  • Coordinates the development of Independent Government Estimates (IGEs) for modifications and change orders
  • Reviews and evaluates design calculations and data from an engineering perspective
  • Prepares Monthly Progress Report summarizing project status, with emphasis on engineering
  • Reviews contractor\'s Requests for Equitable Adjustment and formulates written recommendations for consideration by the Project Director
  • Other related duties as assigned by the Project Director
Requirements:
MINIMUM SKILLS & REQUIREMENTS:
  • Electrical Engineering degree (Bachelor\'s or above) from an accredited program along with a minimum of seven (7) years of on-site vertical construction project experience is required
    • Design office experience shall not count toward an employee\'s experience
    • A Professional Engineering License (PE) is acceptable in lieu of a degree
    • Overseas experience is preferred
  • Must have Final Secret, Interim Top Secret (TS), or Final TS security clearance issued by the Defense Security Service at the time of consideration
  • Knowledge of International Codes required
  • Experience with high and low voltage equipment, as well as telephone and fire alarm systems desired
  • Must be able to read design/construction drawings and be able to understand design narratives and calculations
  • Must be able to review engineering shop drawings and determine if the contractor has complied with the final design parameters
  • Must be able to understand and interpret drawings in his/her discipline and have an understanding of the principals of his/her discipline and how it fits in with other disciplines
