(Roles and Responsibilities)
The British Embassy in Dubai has a vacancy for a Deputy Regional Manager, Middle East & North Africa (MENA) under the Welsh Government. This is for a fixed-term contract for two (2) years.

The Welsh Government's MENA office is based in the British Embassy Dubai and includes the Welsh Government Office at the British Embassy in Qatar. Its purpose is to deliver on Welsh Government's International Strategy across the MENA region and to lead on the achievement of the Strategy's goals in the region. The MENA team's primary focus is on working with Wales based companies to ensure their success in markets across the region and encourage the best companies best in the region to look to Wales as the partner of choice.

The main aims of the Office are to:
Raise the profile of Wales and Welsh business interests across the MENA region.
Seek out and facilitate increased trade and investment links.
Support the development and internationalisation of the Welsh economy including in the fields of Education & Training, Tourism, Food and Culture.
Maintain effective working relations with the Department for International Trade (DIT) and other UK Government officials in MENA.
In delivering the above aims, the jobholder will work closely with and support the Regional Manager as well as a wide range of Welsh Government colleagues, DIT staff, representatives of Wales-based companies/ institutions, and other partners within the region.

This is an ideal job for an ambitious individual looking for a stretching leadership role. The development opportunities come from both the varied responsibilities that the role brings and the opportunity to lead on strategic and substantial projects for an increasingly high profile Welsh Government team in an established high priority export market and a region rapidly growing in significance. Whilst based in Dubai, the role covers the MENA region and the jobholder will be required to make regular visits to growth markets across the region.

Reporting to the MENA Regional Manager, the jobholder will be a key figure in the Welsh Government team. They will play a significant role in strengthening Wales' trade relationships with markets across the region and raise the profile of Wales more broadly across the region. The jobholder will help develop the MENA business plan; lead on specific, key strategic projects and areas of business; and work closely with other Welsh and UK governments colleagues to help Wales' companies capitalise on commercial opportunities in the region; as well as facilitating investment from the region into strategic, priority areas in Wales. The jobholder will also deputise for the Regional Manager as required.

The jobholder will be required to develop and maintain contacts with key figures in the region, including within Government, in support of Wales' commercial interests and values, related to diverse range of key sectors. They will need to be comfortable operating with senior business figures (Welsh, British, international, Emirati, Gulf, and from the wider region), ministers, and senior officials. They must be prepared to represent Welsh Government at a broad range of events in this busy and diverse region to further develop the profile of Wales and support the delivery of commercial opportunities for Wales. They will assist or lead on a number of high-level trade and investment related visits, including those by Welsh Government Cabinet Ministers.

The jobholder will also be expected to proactively contribute to wider Welsh Government corporate priorities as defined by the International Relations senior leadership as well as wider Embassy corporate priorities.

Duties and responsibilities:
Delivery of MENA team objectives

Support Welsh businesses across MENA by providing advice and briefing, by representing WG at events, and by supporting local business networks.
Undertake speaking engagements and deliver work-related presentations in support of team objectives.
Deputise for the Regional Manager when required, ensuring that senior stakeholders are kept informed of strategic developments, and representing WG MENA both internally and externally. Ensuring smooth and consistent running of the team, reporting directly to the Head of Performance & Delivery of the Overseas Offices.
Support a busy programme of Ministerial visits, trade missions, and other high-level visits, contributing relevant briefing and ensuring that programmes are well organised, and that commercial opportunities are utilised in full.
Grow, maintain, and manage the database of contacts within the region, including those who either are Welsh or have a strong affinity to Wales by attending relevant business events in MENA, by using social media, and effective networking.
Close collaboration with DIT and other Devolved Administrations staff throughout the MENA region in relation to working collaboratively on mutually beneficial activities and opportunities that support specific Welsh companies and interests.
Extensive close collaboration with a wide range of partners, both in Wales and in MENA, to help deliver projects and activities within the MENA business plan. These include Welsh Government colleagues (mostly in International Relations, Trade, Investment, and Food Division teams), Welsh universities and colleges, Meat Promotion Wales, Wales-based SMEs, Welsh cultural and arts organisations, Visit Wales, Visit Britain, Cardiff Airport, FCDO, British Business Groups, British Chambers, UK-UAE Business Council, local business contacts, Global Welsh, other Welsh diaspora groups in MENA, service providers, etc.

Team and budget management

Deputise for the Regional Manager, including on those occasions management of the Welsh Government (WG) MENA team resource. Help drive decisions around resource management, performance management and L&D across the team. Represent the Regional Manager as appropriate at meetings and events.
Contribute to the business planning process and the development/ maintenance of focused plans for each key team objective based on WG's International Strategy. Ensure Wales' strengths are matched with opportunities in MENA.
Ensure partnerships with key stakeholders across the region, other WG overseas offices and in Wales are structured and maintained, sharing intelligence, approaches and best practice.
Lead on specific projects (e.g., COP28, UK-UAE Sovereign Investment Partnership, Saudi Arabia market scoping), representing Wales at stakeholder meetings and leading on planning and stakeholder engagement.
Strategic relationship management of key stakeholders in Wales and the region, including sharing business opportunities and support with market access issues.
Ensure appropriate performance monitoring is in place to assess delivery against plan and help the Regional Manager to address any gaps.
Ensure all relevant documentation and commissions are delivered on time and to a high standard, which will enable the Regional Manager to represent the MENA team in its best light.
Engage in and support the delivery of our sector and market strategies.
Lead on all office administration and record keeping activity to ensure compliance with relevant Welsh Government/ Foreign, Commonwealth and Development Office (FCDO) policies and procedures. This includes the payment of office-related invoices and reconciliation to appropriate budget lines on a monthly basis.
Manage office finance and budget, acting as the principal point of contact for WG colleagues regarding related issues.
Responsibility for the Office's communications plan, ensuring that the @WalesinMENA Twitter and LinkedIn accounts operate effectively as communication/ awareness raising tools and that "follower" numbers grow.
Draft monthly report and other government business related correspondence for the Regional Manager.
