Role: Department Manager, Minor Projects Location: Abu Dhabi Company: ADNOC Distribution

JOB PURPOSE: Manages minor projects and supports ADD in the execution of projects, advising management on various projects related - matters, and organizing a base for selected project personnel while awaiting allocation to a new project. Plans and organizes the project teams and follows up on projects being undertaken. Provides engineering expertise and advice to ADD in various disciplines and peer review of project/technical proposals. Manages minor projects from initial phases to completion, including the work of licensors, engineering consultants, contractors and vendors. Professionally, ensures that all health, safety, quality and environmental requirements are complied with. Develops and maintains schedule and budget limits while implementing Company policies together with Management and project owner's guidelines.

KEY ACCOUNTABILITIES: Job Specific Accountabilities . Plans, directs and controls the activities of the Minor Projects Department. Performs supervisory functions and exercises financial authority at the Department Manager level as established by management for the position. . Develops objectives and goals for the Minor Projects Department consistent with those of the overall company objectives. . Develops, maintains and ensures proper application of policies, procedures, work methods, uniform standards and systems to cover, regulate and standardize various activities in the area of project management. Continuously monitor project progress to keep up-to-date in the light of changing operational settings. . Communicates and liaises with the owners, governmental bodies and contractor's management representatives to solve main issues related to project execution, performance and progress through all phases of the project until completion. . Ensures the development of schedules, cost estimates and budgets for the project. Reviews and recommends the same for management endorsement/approval. Controls and monitors the implementation of the total budget, schedule and quality at various stages of the project execution to ensure adherence to the overall approved plan. . Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.

Quality Assurance . Lead and direct the development of overall quality assurance procedures and oversee the implementation of quality assurance plans at all project phases to ensure compliance with set Company standards. . Direct the development of Third Party Inspection (TPI) services contracts and supervise the allocation and control of third party involvement within in approved budget considering the quality and integrity in accordance with contractual agreements to comply with Company's standards and specifications. . Oversee timely and comprehensive inspection of all facilities projects for their quality and integrity as per contractual agreements in terms of required materials/equipment specifications and standards by the statutory regulations. Contracts Procurement and Vendor Management: . Direct and guide selection of potential Consultants/FEED Engineers/Contractors/Sub-Vendors with particular emphasis on pre-qualification while overseeing evaluation for all phases of consultancy, FEED phases and EPC phases of projects as well as reviewing and approving of sub-vendors and sub-contractor selection etc. in line with Management guidelines and Delegation of Authority. . Control processing for approval of Award Recommendation through Project Steering committee, and Management as per financial Delegation of Authority and Company procedures and requirements. . Oversee and monitor all contractual operations related to the Projects to ensure cost effective and quality services are obtained for ADD from all contracts. . Guide and control development of bidder list, prequalification and handling tendering and selection phases as per company and management guidelines to ensure adequate projects support to all Projects division projects. Project Control and Accounting . Oversee Project Accounting and Control system, ensuring accurate and orderly financial processing is followed and necessary records are maintained during execution of projects to ensure optimum project control support. . Approve/endorse contractual and financial commitments and invoices submitted by consultants/contractors on behalf of ADD per delegation of authority. Project Audit: . Manage auditing activities of contractors and site activities against projects and company requirements and procedures to ensure adherence to qualifications and project requirements. . Manage auditing activities of all HSE standards in coordination with HSEQ to ensure adherence to identified and adopted standards and qualifications. Public Authorizations: . Oversee and expedite, when possible, the process of acquiring approvals and authorizations from municipalities or relevant regulators and provide necessary support to ensure timely processing of documentation and in line with projects requirements.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS: Minimum Qualification . Bachelor Degree in Architectural or Civil or mechanical Engineering Minimum Experience & Knowledge & Skills . 12 years of experience in major projects or industrial projects management preferably within the oil and gas sector, including at least 5 years of increasing managerial responsibilities Professional Certifications . PMP is an added value.

Job Purpose

Job Specific Accountabilities (Part 1)

Management and Planning: . Acts as the custodian of the Management of Change (MOC) and coordinates, directs and tracks the plant modifications through Management approvals till the implementation as per HSE CP-29. . Ensures that the MOC procedures are followed, documented and evaluated prior to changes taking place to ensure the integrity of equipment and assets. . Participates and contributes to the plant 5-Year Business Plans and ensures that engineering and projects department plans are in line with the Division objectives. . Implements the recommendations submitted by Effective Implementation Recommendation (EIR) Committee. . Evaluates economics of alternative materials and methods and monitors repair or replacement as necessary. Management of Project Development and Execution Sections: . Advises team on review of Design/Engineering associated with critical plant modifications including software analysis, data sheet preparation and issuance of construction packages and oversees the development of major and minor projects. . Leads the team in developing engineering drawings and documents, material take off for approved MOC's/modification requests and installation of new plant facilities, ensuring compliance with HSE regulations, best engineering practices, Company Design General Specifications(DGS), International Codes & Standards. . Leads and coordinates the development studies, internally and outsourced, to provide management with decision factors on operated or non-operated projects and recommendations on development programs. . Monitors and controls the reporting of structural integrity of concrete foundations using Concrete Asset Management System (CAMS) Database and reporting of building asset integrity and healthiness through Building Asset Management System (BAMS). . Manages and ensures that all drawings, designs, manuals, contractual documents, FEED study documents and engineering applications are maintained, updated and stored systematically in EDMS. . Reviews and ensures that "as built" documents for both major and minor projects are handed over as per agreement. . Leads the team in executing of projects from award till completion of works in accordance with agreement documents, Work Service Orders (WSO) and Purchase Orders (PO). . Monitors and controls the project schedule and activity milestones and ensures that it is in line with contractual requirements before finally releasing to EPC contractor.

Job Specific Accountabilities (Part 2)

Management of Interface Projects, Industrial Area Infrastructure: . Manages the activities of Interface Projects Section, coordinates with respective divisions/ departments during different phases of project cycle from Front End Engineering Design (FEED) to Final Acceptance Certificate (FAC) to ensure all key milestones for major projects are being achieved in a timely and safe manner. . Participates in all Engineering reviews (PFD, P&ID, HAZOP, SIL, HSEIA, 3D Model, etc.) and progress review meetings at Contractor and FEED engineer Office as required. . Ensures the implementation of lessons learnt from previous projects, and ensures that projects are undertaken till the end with full compliance to HSE standards and procedures. . Ensures timely review of major project deliverables and effective participation in operations and maintenance trainings. . Participates in Equipment/ Control System FAT, Site Testing, pre commissioning, commissioning and Process Units Performance Testing, . Studies, coordinates and approves other OPCO's proposals for any work within the area outside their own battery limits by applying Permit to Work (PTW) Control System as well as conduct regular safety audits of PTW in easement area. . Arranges regular inspection of Easement area facilities like roads, fencing, signs, culverts, lighting, etc. and implements day-to-day maintenance and development of Project proposals with budget estimates. Cost Management and Control: . Monitors and controls the financial performance of the department versus the approved budget so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalized upon. . Monitors, approves or updates actual project costs, risks, billings, invoicing, provisions, and project reports against forecasted budgets and time schedules. . Prepares detailed technical proposals for management review along with required technical documents, budgetary offers, and cost estimates for capital budget items of the department's projects.

Job Specific Accountabilities (Part 3)

Generic Accountabilities

Operational Plans . Develop consistent and realistic long and short term operational plans for the Department in line with the Division objectives and manage the implementation of the approved long and short term plans and ensure they are effectively converted into its performance objectives to realise the Division Objectives and established service levels. Budgets and Operational Plans . Develop and manage the Department annual budget in line with the Division's business objectives and operational plans ensuring that adequate funding provision is made for all Department activities. . Monitor expenditure against approved Department budget on a regular basis; investigate, highlight and reconcile any significant variances to ensure effective performance and cost control. Policies, Systems, Processes & Procedures . Develop and implement appropriate Department policies, processes, systems, standards, procedures and internal controls, Company guidelines in order to support execution of the Division's work programs in line with Company and International standards. Performance Management . Contribute to the development of the Division's KPI's and ensure proper cascade of the Performance objectives within the Department and establish monitoring mechanisms to ensure delivery of these objectives and promote a performance driven culture. . Manage the implementation of the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines. People Development . Develop knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP's), Succession Planning and Talent pipeline within the Department in coordination with the Human Capital to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets. Organisation Structure and Development . Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives. Risk Management . Contribute and support establishment of a Corporate Integrated Risk Management System within the Department, while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the Department. . Communicate corporate business ethics and Company's Code of Conduct to employees within the Department and ensure compliance to the Corporate Policies and guidelines. Innovation and Continuous Improvement . Promote an organisation culture that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve the Department operations and services. . Recommend improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.

Generic Accountabilities (continue)

Health, Safety, Environment (HSE) and Sustainability . Support the institution and implementation of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices. . Ensure adequate HSE training and induction for all Department employees to meet HSE standards. Management Information Systems (MIS) and Reports . Ensure that all Department MIS and progress reports are prepared to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

Minimum Qualification

B.Sc. Degree in Mechanical, Civil or any Engineering discipline.

Minimum Experience, Knowledge & Skills

12 years' experience in a refinery/gas processing plant with at least 6 years' experience at senior management level within a multi-disciplined environment. Skills: . Excellent knowledge of the Oil and Gas Industry in Gulf Region. . Broad technical and managerial knowledge base, coupled with multi-disciplinary depth of skills in all aspects of Project Management, coordination, Engineering and Refinery units. . Interaction, negotiation and interpersonal skills to defuse tension, resolve conflicts and elicit cooperation from a wide variety of sources, including upper management. . High degree of original thinking, judgement, critical analysis and problem solving ability, and a keen business sense to develop strategies for achieving Takreer's goals. . Capacity to effectively prioritize and execute multiple tasks in a high pressure environment. . Engineering data analysis and report writing skills. . High level of competency in use of computers like MS Office, Maximo and ERP knowledge. . Excellent knowledge of English. Knowledge of Arabic is preferable.
