Job Description

JOB PURPOSE: Direct, Plan and manage ADNOC Distribution Marine department activities and responsibilities including tanker fleet chartering and operation in order to ensure timely and efficient product replenishment to ADNOC Distribution terminals, optimal utilization of the vessels while providing quality service per customer requirements, effective cost control and reporting of marine expenses on company COGS and with compliance to ADNOC Distribution regulations and standards. KEY ACCOUNTABILITIES: Job Specific Accountabilities Chartering and Ship Operations Manage all marine department activities of chartering and ship operations effectively and efficiently, by providing guidance, encouraging teamwork and facilitating related professional work processes in alignment with ADNOC Distribution strategy. Liaise between different supply chain Depts. In ADNOC Distribution and with ADNOC Marketing directorate for all supply related matters and arranges accordingly. Manage the replenishment of main and aviation products at Northern emirates terminals including Ras Al Khaimah, Hamriyah and Sharjah through chartered vessels and spot hired vessels as per operational guidelines and ensure that 13 weeks product replenishment program is prepared and executed and foresee any obstacles in product delivery to advise tanker operations specialist. Manage all product requirements for Aviation division deliveries to ANABEEB Terminal and Lubricant division requirements for BASOIL through chartered vessels and spot hired vessels. Manage Marine customer orders and ensure timely delivery of right product, quantity and quality. Manage customer complaints if any and ensure customer satisfaction. Manage Own-use fuel requirements for Chartered vessels through supply contracts or purchase requisitions. Manage and approve technical evaluation for bids and ensure correct cost allocation. Manage and review sub-chartering opportunities and target to generate revenue with profit or cost reduction. Manage and review periodical Bunkering insurance declaration to company insurance. Conduct financial prudence in all decisions and monitor variances between actual expenditure and budget; approves operational expenses within level of authority. Review and respond to queries related to expenditure reports and provide justification for any budget overspend. Monitor, review and report all marine activities to ensure appropriate coordination, compliance with contract terms, credit policy, logistics and operational guidelines. Develop market information related to spot and time chartering, fuel product supply and monitor competitor's activities for benchmarking. Ensure ship certificates and trade licenses are always renewed and maintained in valid status to ensure statutory and other requisite documentation is maintained and updated on all ships, including documentation and implementation of emergency response and safety awareness training drills. Vessel Maintenance Oversee maintenance operations for ADNOC Distribution vessels to ensure navigation, cargo, communication and safety equipment is maintained as per company procedures and that all ships comply with international and flag state laws to make sure that ships are capable of performing the intended voyages, including schedule and unscheduled maintenance and equipment maintenance and work to achieve maximum vessel and equipment functionality to ensure uninterrupted operations. Stakeholder Management Establish and maintains good professional working relationship with all ship chartering stake holders including ship owners, port authorities, agents, traders, brokers through periodic visits meeting and regular communication. Oversee and review ship requirements considering legislative and regulatory aspects and plan to ensure timely availability of equipment and timely renewal of certification. Manage good relationships with ship owners and fuel suppliers to ensure timely supply of good quality fuel includes and maintain efficient and effective customer ordering process. Ensure fulfilment of customer requirements in order to ensure the provision of quality customer service in line with company standards. Negotiate legal and other terms of the charter party with brokers, countering offers where possible in order to secure terms and conditions that are commercially favourable to ADNOC Distribution. Maintain relations with internal and external parties at the appropriate level, including other logistics departments, insurance, legal and finance as well as brokers, ship owners and charters to ensure smooth flow of communications and business relations. Safety Identify safety risks associated with marine aspects of operations for each ship, establish adequate safeguards and safety measures and implement these stringently to ensure high level of ship performance. Attend daily meetings/ communications in order to provide decisions on crucial issues or problems and guide own subordinates to provide appropriate support to urgent requests from ships on marine matters. Ensure ships report all incidents and accidents, document, investigate, analyse and communicate to top management relevant details of any non-performance or accident and follow-up on the incidents to institute appropriate measures for preventing recurrence. Address disciplinary problems, if any, on ships by investigating and taking appropriate action and ensure review of system non- conformance and complaints in addition to the initiation of suitable corrective & preventive actions both in short term and long term. Perform leadership site inspection to ADNOC Distribution terminals and Jetties and ensure that processes are up to international safety standards to operate petroleum jetties. Minimum Experience & Knowledge & Skills 12 years of experience in marine Supply Chain management within the oil and gas industry experience, including 5 years if increasing managerial responsibilities.
