Pioneer Engineering Consultancy is pleased to announce exciting new career opportunities to join our team in the United Arab Emirates. We are currently seeking a qualified and experienced Cost Manager to join our team.

Key Responsibilities

Manage and oversee cost planning, budgeting, and financial control for construction and infrastructure projects. Prepare cost estimates, bills of quantities, and cost reports in compliance with project requirements. Monitor project costs, track variations, and recommend corrective actions to control budget overruns. Advise project teams on contractual obligations, claims, and variations, supporting dispute resolution where necessary. Liaise with clients, contractors, and consultants on financial and contractual matters. Ensure compliance with organizational policies, contractual standards, and industry best practices. Support tendering, procurement, and contract negotiation processes. Mentor junior cost staff and promote cost management best practices across projects.

Qualifications

Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.

Assoc-RICS

- Associate Member of the Royal Institution of Chartered Surveyors - mandatory.

MCIArb

- Member of the Chartered Institute of Arbitrators - required. Minimum

8 years of experience

in cost management, quantity surveying, or related roles in large-scale projects. Strong knowledge of cost planning, measurement, and reporting, as well as contract law and FIDIC/NEC contracts. Proficiency in cost management software (e.g., CostX, SAP, Primavera, or equivalent). Excellent analytical, negotiation, and communication skills.
