Cost Controller (construction & Civil Projects)

Job Description

The Cost Controller will be responsible for developing and implementing cost control systems, managing cost tracking, forecasting, and reporting processes to support the successful delivery of construction projects. This role ensures alignment of project costs with budgets and company financial goals by integrating estimation, procurement, and construction data.

Key Responsibilities:



Develop and implement cost control procedures including Estimation, Budgeting, and Construction Productivity Monitoring using CCBS (Cost Control & Budget System). Create and maintain the Resource Master List in coordination with Procurement and Estimation. Lead implementation and integration of cost control and estimation software (e.g., Rai, ePromise, PCA - Price Cost Analytic). Issue and enforce site-based cost control mechanisms and procedures. Establish and drive a Lean Department initiative to reduce waste and increase internal cost efficiency. Develop guidance procedures and implementation plans for key cost metrics such as CPI (Cost Performance Index), BNCR (Budget Non-Confirmation Report), and CNCR (Company Non-Confirmation Report). Prepare project-specific cash flow forecasts showing projected inflow and outflow based on tender data and project timelines. Facilitate seamless handover of tender documents and technical packages from the Estimation Team to the Construction Team post-award. Review and verify Purchase Orders against project cash flows and approved project cost sheets before final issuance. Monitor, track, and analyze all project costs including subcontractor and supplier commitments, change events, and resource allocations. Forecast expenditures and track cost performance versus budget throughout the project lifecycle. Verify supplier invoices and change orders in alignment with budget allowances before forwarding to Finance for payment processing. Classify, record, and monitor costs by type (labor, materials, overheads), and track man-hours and productivity rates.

Qualifications & Experience:



Education:



Bachelor's degree in civil engineering, Construction Management, Quantity Surveying, or a related field. Professional certification in cost control (e.g., CCP, PMP, or equivalent) is an advantage.

Experience:



Minimum 5-7 years of experience in cost control within the construction and civil engineering sector, preferably in the UAE or GCC region. Proven expertise in project cost monitoring, budgeting, forecasting, and reporting for large-scale projects. Strong knowledge of local construction practices, vendor pricing, labor markets, and cost trends.

Skills & Tools:



Proficiency in cost control tools/software such as Excel (Advanced), Rai, ePromise, PCA, ERP systems, and project scheduling tools. Excellent analytical skills with attention to detail. Strong communication and coordination skills across multidisciplinary project teams. Knowledge of Lean Construction and Value Engineering principles is a plus.

Working Conditions:



Office-based with frequent visits to project sites. Occasional travel within the UAE based on project needs.
