Job Description

Position Summary
The Cost Control & Estimation Manager is a pivotal role responsible for leading the development of accurate and competitive cost estimates from conception to completion, with specialized knowledge in Civil, MEP, and Facade scopes of work. This individual will not only prepare initial bids but will also implement robust cost control systems to ensure projects are delivered on budget. The ideal candidate is a strategic thinker with deep technical expertise and exceptional analytical skills.
Key Responsibilities
1. Estimation & Pre-Construction:

  • Lead the preparation of detailed conceptual, schematic, and definitive (100% DD) cost estimates for major projects.
  • Civil Expertise: Perform quantity take-offs (QTO) for earthwork, grading, utilities, foundations, structural concrete, steel, and siteworks. Analyze geotechnical reports for cost implications.
  • MEP Expertise: Perform detailed QTO for mechanical (HVAC, piping), electrical (power, lighting, low-voltage), and plumbing systems. Coordinate with design teams and specialist subcontractors to develop accurate budgets.
  • Facade Expertise: Develop estimates for complex facade systems including curtain walls, window walls, precast concrete, stone, metal panels, and insulation systems. Understand performance criteria, testing requirements, and installation complexities.
  • Solicit, analyze, and level proposals from subcontractors and suppliers.
  • Prepare detailed basis of estimate reports, assumptions, and exclusions.
  • Participate in value engineering exercises to provide cost-effective alternatives without compromising quality or performance.
2. Cost Planning & Budgeting:
  • Develop and maintain the project Master Budget and Cost Plan throughout all project phases.
  • Allocate budgets to various cost codes and work breakdown structures (WBS).
  • Prepare cash flow projections and forecasts.
3. Cost Control & Monitoring:
  • Implement and manage the project cost reporting system, tracking all actual costs against the budget.
  • Analyze cost variances, investigate discrepancies, and report on trends.
  • Review and approve subcontractor and supplier payment applications (invoices) against work-in-place and committed costs.
  • Manage the change order process: pricing potential changes, negotiating with subcontractors, and assessing their impact on the overall project budget.
  • Prepare monthly cost reports and present financial status to senior management and clients.
4. Procurement & Tendering:
  • Assist in developing procurement strategies for major packages (Civil, MEP, Facade).
  • Prepare tender documents and bills of quantities (BOQ).
  • Lead the commercial evaluation of tender submissions.
5. Risk Management:
  • Identify potential cost risks and opportunities throughout the project lifecycle.
  • Quantify risks and incorporate appropriate contingencies into estimates and budgets.
  • Develop mitigation strategies for identified financial risks.
Qualifications & Experience
  • Education: Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field. A Master's degree or professional certification (e.g., MRICS, CCE, PSP, EVP) is highly desirable.
  • Experience: Minimum of 10+ years of experience in cost estimation and control, with a proven track record on large-scale construction projects (e.g., high-rise buildings, large mixed-use developments, complex facilities).
  • Technical Skills:
  • Must have: Expert-level proficiency with industry-standard software (e.g., CostX, Bluebeam, Revit for QTO; MS Excel advanced skills; SAP/Oracle/CMiC for cost control).
  • Must have: In-depth knowledge of construction methods, materials, and sequencing for Civil, MEP, and Facade disciplines.
  • Must have: Strong understanding of standard forms of contract (e.g., FIDIC, NEC, JCT) and their financial implications.
  • Specialized Knowledge:
  • Civil: Understanding of structural design, soil mechanics, and shoring systems.
  • MEP: Knowledge of building services design, systems selection, and commissioning requirements.
  • Facade: Familiarity with international standards, performance testing (e.g., water/air infiltration), and complex procurement logistics.
