The Cost Controll Engineer will be responsible for overseeing and managing all cost-related activities on assigned infrastructure projects. This includes developing project budgets, monitoring actual costs, identifying variances, analyzing financial data, and providing timely and accurate cost reports to support project decision-making. The role plays a vital part in ensuring that projects are completed within budget and financial risks are proactively managed.
Key Responsibilities:
1. Budget Development and Management
Collaborate with project managers, estimators, and quantity surveyors to prepare detailed project budgets
Set up cost control systems and project codes for efficient tracking
Maintain and update budgets throughout the project lifecycle based on scope changes and approved variations
2. Cost Monitoring and Reporting
Track actual project expenditures versus approved budgets and forecasts
Identify cost overruns, savings opportunities, and potential financial risks
Prepare accurate monthly and quarterly cost reports, cash flow forecasts, and variance analysis
Conduct cost trending and forecasting to support project planning and management decisions
3. Invoice and Payment Review
Review and validate contractor and vendor invoices for accuracy and compliance with contracts
Coordinate with procurement, site teams, and accounts payable to ensure timely processing of payments
Ensure all invoices are within approved budgets and highlight discrepancies
4. Change and Risk Management
Assess financial impact of project changes, delays, and risks
Support change order evaluations, cost estimation of variations, and impact on overall project cost
Assist in maintaining a change log and ensuring cost impact is accurately reflected in financial systems
5. Auditing, Compliance, and Documentation
Ensure all financial records, cost reports, and supporting documents are well-maintained and audit-ready
Assist in internal and external audits by providing necessary data and explanations
Ensure compliance with company policies, procedures, and client requirements
6. Coordination and Communication
Liaise with project managers, site engineers, finance department, and senior management for effective cost control
Participate in project review meetings and present cost performance updates
Provide support to tendering and estimating teams during bidding stages with historical data and cost benchmarks
Qualifications and Experience:
Bachelor's degree in Civil Engineering, Quantity Surveying, Finance, Accounting, or related discipline
5-7 years of UAE relevant experience in cost control or project controls within the infrastructure or construction industry
Strong understanding of construction contracts, project delivery methods, and financial principles
Hands-on experience with ERP and cost management systems
Proficiency in Microsoft Excel, Power BI, and project management software such as Primavera P6 or MS Project
Strong analytical, numerical, and problem-solving skills
Excellent communication, organizational, and time-management abilities
Ability to work independently under pressure and meet strict deadlines
Preferred Certifications:
Certified Cost Professional (CCP) - AACE
Project Management Professional (PMP) - PMI
Certified Management Accountant (CMA) or CPA (for finance background
