Title:Cost and Commercial Director

LOCATION Riyadh, Saudi Arabia

PROJECT DESCRIPTION The project is a major infrastructure programme for a mixed-use development aiming to be a global landmark recognized for its unique vision and position as an authentic destination in Riyadh. The community will be a distinct, self-sustaining hub for Riyadh offering several iconic assets. KBR is providing Project Management Consultancy services including commercial management, project planning, controls, design and engineering management, and implementation of the development and early works packages.

THE ROLE Reporting to the Programme Director, the Cost and Commercial Director, as part of the Senior Leadership Team, is responsible for implementing and managing all cost, procurement support and post tender contract administration activities at the PMC level for a giga project. The Cost and Commercial Director will work as part of high performing collaborative team comprising KBR, client and sub-contractor personnel delivering infrastructure and building assets in the region.

MAIN RESPONSIBILITIES Primary responsibility of the Cost and Commercial Director include:

Develops and implements the programme's cost management and commercial strategy and plans.

Definition of department organisational structure and roles and responsibilities of team.

Recruitment and selection of team members in line with contract requirements and budgets.

Cost Management:

Develop and implement cost estimating strategy.

Lead and manage team of cost managers, estimators, contract administrators and quantity surveyors.

Developing and maintaining estimating and cost control and reporting standards and procedures.

Preparation and maintenance of the project cost break down structure, budget and integrated cost report and cashflow.

Establishment and maintenance of a program cost benchmarking database.

Preparation of cost estimates and commercial reports throughout the projects life cycle.

Analysing and reporting on consultants and contractors cost reports and cashflows.

Commercial Procurement Support:

With the Procurement Director and the client, develop and implement the procurement strategy.

Set out and deliver the commercial strategy including appropriate systems.

Ensure timely production of all required commercial deliverables by KBR.

Oversee the commercial team to ensure that they meet the project objectives by supporting the procurement department in establishing contracts and securing required services on time and within budget, in an ethical manner at all times, and truly in accordance with project procedures.

Interface with Project Controls, Risk, and other support service departments. In doing so, ensures timely production of all required commercial deliverables by KBR.

Ensure the production of commercial reports throughout the project's life cycle.

Manage the delivery of and comment on bids and contract award commercial recommendation reports.

Estimating of value engineering options and lifecycle costs.

Post Contract Administration:

Manage team responsible for estimating, cost control, cashflow, payment and reporting on work packages.

Analysing and reporting on consultants and contractors cost reports and cash flows.

Co-ordination with package managers, consultants and contractors to ensure effective delivery of all packages.

General:

Manage team resources to meet delivery demand and client budget.

Ensure the preparation of monthly and weekly reports.

Preparing and giving presentations.

Prime interface and coordinate with authorities in obtaining all necessary documents to aid the approval process.

EXPERIENCE, SKILLS AND KNOWLEDGE

BSc Quantity Surveying or Masters Degree.

Minimum 20 years overall experience.

Minimum 10 years of experience in a similar role.

Minimum of 5 years working experience in Middle East.

Sound knowledge of cost control, estimating and commercial aspects of major development and civil infrastructure projects including iconic assets, hotels, mixed use assets, roads, bridges and utilities with significant experience in procurement and contract management of such projects.

Experience in managing direct reports with overall responsibility for teams in excess of 20 people.

Experienced user of MS Office and understanding of project, procurement and commercial management software and systems.

Membership of a recognised international professional body e.g. MRICS or FRICS (preferred).

Experience in international contracting mechanisms including FIDIC, NCE.

Fluency in English language both written and spoken, fluency in Arabic an advantage.
