Job Description

Role Purpose



Responsible for negotiating the company's purchasing agreements and making sure their materials and products meet the company's specifications and establish pricing agreements and contracts for services to ensure maximum value for money in the DCAA. Moreover, to provide management support on a range of contracts as a key component in the delivery of multiple project objectives.



Key Responsibilities



A. Functional:



1. Contract Development: Develop, monitor and manage contracts for the procurement of goods, services with collaborating with DCAA legal team, End User and vendor.



2. Negotiate: contract agreements for products and services and provide advice and support to line manager in the evaluation and selection of tender procedures and outcomes



3. Vendor Categorization: Group and categorize venders according to their license's activities, location, legal type, Years of experience, SME, etc to allow quick access to the information and help to generate report and invite various vendors to participate in tender activities.



4. Contract Evaluation: audit and evaluate Contracts at end of each contract or at any part of contract life cycle or after delivering the purchased items according to commitment to delivery date, schedule, quality and quantity ordered and approved in the purchase order and Ensure that Contractors comply with the policies, procedures and deliverables covered in the agreement, initiate steps to undertake contract amendment/s whenever necessary and recommend actions to address non-compliance.


5. Market Price: Study the market price of DCAA requirements and compare it with the proposals and quotations received from different vendors in order to get optimal value. Maintain complete updated purchasing records and pricing details.



6. Compliance: Ensure that all purchasing activities are in compliance with regulations and laws related to purchasing practices.



7. Reports: Prepare Procurement databases and update records to produce procurement analysis reports for senior management and maintain records for all contractual, quality assurance and probity requirements



8. Tenders & Proposals: Attend Tender meetings as well as ensure accurate up to date records and follow up actions. Ensure tenders & proposals meet all relevant specifications and are in line with the products and services.



9. Selection and Negotiation: Selecting and awarding tenders & proposals those are in line with technical and commercial specifications and negotiate with vendors to obtain maximum discount without compromising the quality of all


10. Provide expert advice to the team and management and guidance to optimize procurement processes.


11. Conduct Market search for better suppliers to Decide how to choose the best suppliers for DCAA operations and develop or update Contracts and Procurement Manual or polices based on that research.


12. Ensure compliance with non-disclosure and confidentiality agreements, as well as DCAA security policies, to safeguard both government and DCAA confidential information. Address and rectify any ISR audit findings, promptly report security incidents, and engage in ongoing security awareness training to prevent unauthorized access or disclosure.



13. Other duties: Perform any job-related activities as requested by the Head of Section or Management.



Qualifications





Academic Qualifications:



Bachelor's Degree in Business Administration or equivalent.



Certifications:


Certified Procurement Professional Certified Contract Manager

Professional Experience:


Minimum (8) years working experience in procurement & purchasing. * At least (2) years in senior Procurement role.
