Job Description

Preparing the Authority's contract and purchasing plans, identifying procurement sources, requirements, and services, ensuring quality standards are maintained, conducting tenders, concluding contracts, and ensuring compliance with standards and conditions.
Operational Duties and Responsibilities
1. Prepare, analyze, and update annual contract and purchasing plans based on a study of the needs of departments and organizational units and previous observations, and submit them to the direct supervisor for approval.
2. Prepare final budgets and monitor the implementation of purchasing plans for the requirements and needs of organizational units and departments within the Community Development Authority, measuring progress against approved approvals, standards, and procedures, and in accordance with best practices.
3. Follow up on the issuance and receipt of purchase orders from all departments and organizational units, amending or canceling them if necessary, to ensure the provision of all the Authority's needs for purchases, materials, equipment, etc., and meeting the requirements within the approved costs.
4. Drafting contracts in accordance with laws and procedures and following up on their signing with the direct supervisor and relevant stakeholders within the Community Development Authority.
5. Follow up on tender procedures, submit bids, and analyze bids submitted by suppliers, ensuring compliance with the Authority's standards and requirements, and ensuring transparency and integrity in the procedures.
6. Coordinate with relevant stakeholders to ensure the integrity of procurement procedures and ensure records are updated periodically in accordance with approved procedures.
7. Follow up on the supply of preliminary and final guarantees from suppliers, contractors, and service providers, and issue letters of award.
8. Follow up with suppliers to ensure their readiness to meet the Authority's requirements and their compliance with contractual conditions, with the aim of evaluating and approving them in accordance with applicable regulations.
9. Ensure the implementation of contract terms and determine any delay penalties, if any, according to the terms stated in the purchase orders. Follow up with the relevant department to ensure payment.
10. Review procurement requests with partners and suppliers regarding late requests and develop the necessary steps to facilitate implementation or replace suppliers when necessary.
11. Monitor changes in the prices of materials and services provided by suppliers, with the aim of taking proactive measures to prepare accurate budgets, submit proposals for alternatives, and ensure that these do not impact the procedures and operations of departments and organizational units.
12. Evaluate suppliers by monitoring the results of purchasing operations and the quality of imports, and develop plans to build effective strategic relationships with key suppliers.
13. Respond to complaints and comments from suppliers and internal organizational units, and work to find solutions and alternatives that safeguard the Authority's interests.
14. Contribute with departments and organizational units to prepare feasibility studies for projects and initiatives projected by the Authority to determine the costs of purchasing requirements and develop initial plans to update or request budgets from relevant entities.
15. Conduct studies to identify gaps in services provided to departments and organizational units and submit recommendations to the direct supervisor.
16. Submit recommendations to improve department procedures based on supplier and partner suggestions, and conduct gap analysis to implement best practices and developments in the field of contracts to ensure integration within the work system.
17. Preparing periodic reports and statistics on achievements, developments, and department performance indicators and submitting them to the direct supervisor.
18. Adhering to the Authority's approved information security policies and procedures and ensuring compliance with controls to ensure information confidentiality.
19. Any other duties and responsibilities within the scope of the job responsibilities.
Qualifications and Skills
Educational Requirements

  • Bachelor's degree in accounting, business administration, or equivalent.
Experience Requirements
  • At least 5 years of experience in the field of contracts or supply chain.
