***This position will support APS5 and it is contingent upon award***

Under supervision of the Contract Administrator, Sr., the Contracts Administrator is i n charge of the contract section of Request for Proposal, Negotiations, Contracts and Amendments, Teaming Agreements, Associate Contractor Agreement and any other contractual documents. The initial point of contact for contractual communications with the customer, DCAA audit, and Corporate Legal Department and has responsibility for oral and written representation of the Corporation. Has an administrative responsibility of one or more multi-million dollar proposals and contracts.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Ensures that proposal plans and approaches of the Administrative and Cost Volume of a proposal meet the contractual requirements of the RFP, Federal Acquisition Regulations and Cost Accounting Standards

+ Coordinates with the Cost Estimator to define cost formulations and summaries; coordinates in developing management review presentations; coordinates final management approval and signature of the offer; validates the cost volume, contents, support data, volume control, distribution, and audit support.

+ Leads customer negotiations; makes recommendations to management to execute contractual documents.

+ Is the Contract Administrator of a resultant contract.

+ Is responsible for post-award communications with the customer contract personnel on all contract matters.

+ Initiates Contract Close-outs; develops responses to FOIA requests.

+ Assists in maintaining professional competence of the staff through training, hiring, attending specific contract seminars and NCMA meetings and/or direct interactions in a specific administrative area.

Qualifications

+ Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

+ Bachelor's Degree in Business or Finance with a Master's Degree and at least eight to ten years experience related to contracting, purchasing and pricing.

+ Certification by National Contract Management Association (NCMA) is desired.

+ Must be able to obtain CAC eligibility

+ Must be able to obtain a Driver's License.

+ Capable of effectively communicating technical information in English, both written and verbal

+ Experience:

+ Minimum eight (8) to ten (10) years experience related to contracting, purchasing and pricing.

+ Shall have a thorough working knowledge of the Federal Acquisition Regulations (FAR) and DoD FAR Supplement, basic software worksheet techniques, good communication and writing skills, an understanding of the accounting system, its policies and procedures and the ability to meet with and work with senior management personnel.

+ Skills:

+ Intermediate proficiency in Word, Excel, and Outlook applications.

+ Excellent oral and written communication skills is required.

+ Strong interpersonal and negotiation skills.

+ Collaborative work style fostering cooperation and teamwork.

+ Prioritize responsibilities to handle a demanding workload

+ Ability to work under pressure.

+ Working Conditions:

+ Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

+ Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).

+ Includes some industrial production environment conditions as well.

+ Physical Requirements:

+ Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

+ Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

+ Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

+ Must comply with all Fire and Safety Regulations and post policies.
