Owners Association Manager (OAM)
/
Community Manager
to oversee the governance and administration of Owners Associations (HOA). This role is responsible for ensuring effective community governance, rule enforcement, financial management, and compliance with UAE regulations.
Key Responsibilities
Manage and administer Owners Associations in accordance with UAE strata laws and regulatory requirements
Enforce community rules, bylaws, and policies to maintain standards and compliance
Prepare, manage, and control OA budgets, service charges, and reserve funds
Oversee collection of service charges, penalties, and outstanding dues
Maintain accurate financial records and coordinate audits and financial reporting
Organize and manage AGMs, board meetings, and general meetings; prepare agendas and minutes
Act as the primary liaison between homeowners, board members, regulators, and service providers
Address homeowner concerns, disputes, and violations in a professional and timely manner
Ensure all statutory filings, approvals, and regulatory submissions are completed on time
Requirements
Bachelor's degree in Real Estate, Property Management, Business Administration, or related field
Proven experience in Owners Association Management (HOA / OA governance)
Strong knowledge of UAE strata law, RERA regulations, and HOA governance frameworks
Solid experience in budgeting, financial management, and service charge administration
Strong communication, conflict resolution, and stakeholder management skills
High attention to detail and strong organizational skills
RERA OA certification or equivalent is preferred
