Job Description

PRIMARY PURPOSE

Reporting to the Workshop Engineer, manages the day-to-day field Civil works related activities for the onshore plant. Plans and coordinates construction & civil works activities such as excavations, concreting, grouting, structural, shoring & shuttering works. Also, he takes care of refractory works in boilers and waste heat boilers and monitors its conditions. In general, sole responsible for all civil related activities in all onshore plan

RESPONSIBILITIES

1) Oversees timely and effective execution of civil construction / plant modification works at Ras Laffan gas plant and facilities. Ensures the works are carried out in accordance with project specifications, relevant policies and procedures, method statements and project schedules. 2) Plans and coordinates the activities and resources at the construction site to ensure effective coordination and supervision of construction / modification project works of excavation, back filling, dewatering, bar bending, farm works, concreting, protection, structural works, etc. related to onshore and offshore. 3) Interfaces and coordinates closely with subcontractors' teams to monitor effective progress of construction site activities. Prepares updates on weekly progress, resource requirements, material CRDs, drawings & documents availability, and schedule look-ahead, etc. and reports any important issues, such as deviations, delays. 4) Reviews construction and site work related documentation including Method Statements, Work Instructions, and risk mitigation procedures in particular. Participates in TRA sessions. Provides input into construction completion dossiers. 5) Monitors quality and performance of works carried out by contractors /subcontractors. Attend to stage wise RFI (Request for Inspection) calls and provide clearance of work. Report project work progress and related issues including cost, performance and concerns on work-in-hand. Identifies problem areas affecting construction schedule or path and discusses resolution and options with line-managers. 6) Interfaces with contractors / subcontractors and site management team to ensure that the works are being completed within the agreed timeframe and budget, and according to the defined quality specifications. Participates in regular Site Progress Meetings with contractors to review progress and performance. 7) Identifies and highlights technical and constructability issues and raises them with Line-Manager and contractors' site supervisors and communicates to main/primary contractor for action. Expedites resolution of contractor's technical queries. 8) Liaises with Production and Maintenance Planning regarding the planning and coordination of construction and modification works, including plant shutdowns as required. Liaises with QAQC to ensure effective implementation of ITPs in all construction and plant improvements works. 9) Determines logistics and resource requirements. Expedites materials procurement as per schedules 10) Liaise with companies and contractors pre-commissioning teams in providing construction assistance. Comments on and approves relevant documents as required. 11) Participates in punch listing and ensures that punch-items are addressed for the entire area in satisfactory manner. 12) Issue Non-Conformance Applications (NCA) for Line-Manager's acceptance & approval. 13) Knowledge & follow up of excavation works, shoring and shuttering, backfilling works to attend U/G leaks. 14) Basic knowledge of refractory application and repair works. 15) Knowledge in General repair of damaged concrete works in the plant and grouting works. 16) Basic knowledge of hot and cold insulation works. 17) Ensures very strict implementation of Environmental, Safety and Fire regulations and full compliance with QHSE policies and procedures, by main/primary contractors and subcontractors at all times. Coordinates with Production and QHSE when SIMOPS is involved during construction activities. 18) Conducts all work activities in a safe and environmentally responsible manner at all times by not taking on any tasks(s) that are perceived to be unsafe. 19) Complies with the Dolphin QHSE Management System. 20) Reports all incidents or near misses to supervisor/manager or a QHSE representative. 21) Knowledgeable and skilled to estimate building roof sheeting repair works & analyzer shelter repair works. 22) Familiar with electronic permit to work system in a gas process plant and shall be able to pass the client PTW training in the responsibility of Performing Authority Supervisor in order apply permits related to his discipline.

QUALIFICATIONS & EXPERIENCE

Educational Requirements / Qualifications:

Diploma (3 years) in Engineering (preferably Civil or structural) Experience:

Minimum of 6 years' experience in Oil & Gas/Petrochemical plant construction (both onshore and offshore)

Minimum of 2 years' experience as Senior Construction Foreman/Supervisor with experience in both brown and green field projects.
