Position Overview
Parsons Corporation is seeking a qualified and detail-oriented Civil / Utility Inspector to join its infrastructure supervision team in Dubai. The selected candidate will play a key role in ensuring all infrastructure and utilities works-including roads, bridges, highways, and underground networks-are completed in strict accordance with project specifications, standards, and quality requirements.

Key Responsibilities

• Conduct inspections and field tests to verify that construction activities comply with project drawings, specifications, and approved methods.
• Perform civil and structural tests such as soil compaction, concrete slump, air entrainment, and concrete compression strength.
• Supervise underground utility installation works including sewer, stormwater, water, telecom, and electrical ducts to ensure correct bedding, alignment, and backfilling.
• Inspect piling works to confirm location, depth, and bearing capacity.
• Review and validate pressure testing of piping systems and check P&ID compliance.
• Conduct non-destructive testing (NDT) including dye-penetrant, ultrasonic, or radiographic evaluations where required.
• Oversee and inspect concrete, asphalt, and structural works during various construction phases.
• Monitor insulation, coating, and painting works to ensure adherence to required thickness and finish standards.
• Verify the correct installation, alignment, and balancing of structural and mechanical components.
• Maintain accurate inspection records, test results, and quality control documentation.
• Participate in safety inspections, ensuring all works comply with project HSE requirements.
• Support the Resident Engineer and Senior Inspectors in managing on-site quality and safety performance.

Ideal Profile

• Diploma or Bachelor's degree in Civil Engineering or related field.
• Minimum 5 years of experience in construction supervision of infrastructure and utilities projects.
• Proven track record on major roads, highways, and municipal infrastructure projects within the UAE.
• Excellent ability to interpret drawings, specifications, and project standards.
• Strong knowledge of testing methods, materials specifications, and inspection procedures.
• Effective written and spoken communication skills in English.
• Team-oriented, with strong problem-solving and reporting capabilities.
