Civil Engineer - Right of Way - Roads and Transport Authority (RTA) - Dubai, UAE
Position Overview
The Roads and Transport Authority (RTA) in Dubai is seeking a Civil Engineer to join the Right of Way Department. The role involves reviewing and approving temporary road access applications, traffic diversions, permits, and construction site safety measures. The Civil Engineer will conduct field inspections to ensure compliance with RTA standards and support traffic safety and pedestrian accessibility during ongoing works.

Core Duties

• Review and approve applications for temporary entrances, exits, and fencing at construction sites while ensuring traffic safety compliance
• Study and evaluate traffic diversions for minor and major roads in coordination with relevant RTA departments
• Process no-objection certificates for gate level applications
• Issue and review work permits for right of way activities in line with RTA technical standards
• Conduct field visits to monitor long-term road diversions and verify contractor compliance with approved permits
• Approve temporary pavement occupancy requests while ensuring safe pedestrian access
• Participate in departmental meetings, training sessions, and workshops to align with RTA guidelines
• Adhere to RTA's information security policies, data protection standards, and approved regulations
• Support additional responsibilities assigned by the Line Manager or Head of Department

Candidate Requirements

• Bachelor's degree in Civil Engineering or equivalent (mandatory)
• 0-2 years of relevant experience; fresh graduates are encouraged to apply
• Knowledge of civil engineering standards, road safety, and traffic management practices
• Strong report writing, analytical, and documentation skills
• Ability to conduct field inspections and ensure compliance with regulations
• Effective communication and interpersonal skills for stakeholder coordination
• UAE Nationals only
