Job Description

  • Liaises with non-medical department heads to work on the hospitals strategic plans (short or long terms).
  • Establishes periodic budgets for the hospital-wide operations and extra-curricular activities necessary to enhance the hospital image and achievements.
  • Plans other activities contributory to the goals, mission, and vision of the organization.
  • Forecast/projects budgets and estimated revenue on the hospital operations based on previous year operational results in order to plan for the needs and anticipate the patients\xe2\x80\x99 loads and operational improvements.
  • Liaises with the Chief of Medical Operations to synchronize medical strategic plans with the management plans.
Organizing
  • Organizes all materials, facilities, personnel and other resources necessary to run the hospital including medical needs according to the lists provided by the Chief of Medical Operations.
Directing
  • Supervises all hospital-wide activities by conducting ocular inspections (or making departmental visits) and receiving endorsements or regular reports from the departments.
  • Issues directives necessary to carry out daily business operations.
  • Establish new or modification of policies and procedures in the objective of improving the system taking in consideration all advises and programs of the hospital-wide T.Q.M. Department.
Controlling
  • Monitors hospital-wide activities ensuring high quality services, correction of errors to avoid repetition of the same mistakes.
  • Implements rules and regulations; policies and procedures making sure implementation is effectively carried out by all staff.
  • Ensures hospital-wide policies and procedures are in place for references.
  • Utilizes effectively all the resources such as: manpower, finance, materials, physical facilities and space to ensure efficient results, well balanced work and safety environment.
  • Liaises with higher Management; Construction and other related Departments to enhance hospital building designs, decorations, and patients\xe2\x80\x99 accommodation and facilities.
  • Establishes a good system for the careful, economical, and efficient utilization of resources.
  • Develops adequate financial controls to keep-up accurate records and prevents misappropriations of hospital funds, facilities, and properties.
  • Approves purchases of equipment and materials looking after supporting feasibility studies to ensure their proper use and reach revenue expected.
  • Leads to prevent and cope-up with fire, theft, and unexpected disasters within the hospital premises.
  • Ensures hospital financial and other related records are properly maintained and that written records of all business transactions and correspondences i.e. reports are properly safeguarded and treated as confidential.
Decision-Making
  • Makes unbiased decisions non-medical or medical in coordination with Chief of Medical Operations (CMO) for the benefit of the whole organization (for both employer and employees).
  • Represents the higher management in all its undertakings for (non-medical) or (medical, if COO is a qualified doctor) with appropriate information given to the Governing Body for full awareness.
  • Takes decision for any administrative issues in consultation with the Governing Body for advisory.
  • Implements hospital compliance of all government rules and regulations, legal and ethical issues, and other statutory requirements in collaboration with Government and Legal Affairs Directorates.
  • Recommends salary structure, other staff benefits, costs and service fees to the higher management.
Communicating
  • Conducts Management Business Objective (MBO) report to include results of overall hospital operational performance supported by pre-planned targets, audited financial statements, major accomplishments, and new targets for the coming year.
  • Reports to the Higher Management (Group Director for Professional and Support Services, Vice President, and President/CEO) all administrative issues and decision-makings for their support and awareness.
  • Facilitates daily communications for the hospital to both internal and external organizations and clients.
  • Communicates to the whole hospital staff its mission, vision, philosophy, and objectives to be adhered to.
  • Communicates Management\xe2\x80\x99s decisions, directives including governing rules and regulations to be followed by the staffs.
  • Serves as the link between management and employees to enhance better employer-employee relationship.
  • Attends inter-departmental and departmental meetings to get majority feedbacks, suggestions, decision-makings including but not limited to medical meetings.
  • Attends to relevant activities of the hospital representing the higher management.
  • Provides leadership for quality services through: monitoring quality practices, professional and technical advisory; and collaborating closely with T.Q.M. team.
Implementing
  • Approves the hospital departments needs for facilities, equipments, furnishings, and staffing according to set up plans, rules, and regulations.
  • Conducts indirect marketing efforts through utilization of personal and business contacts in different community organizations.
  • Work closely with hospital\xe2\x80\x99s key officers such as Chief of Medical Operations and non-medical Department Heads for the day to day operations.
  • Creates a favorable organizational climate in resolving major organizational conflicts, and promotes high employee morale job satisfaction.
  • May delegate to senior executives i.e. S/C Members, Department Heads, and Supervisors other duties and responsibilities to effect efficient services.
  • Coordinates short and long term plans for the hospital and upon approval by the higher Management and directs its implementation to all concerns.
Evaluating/Assessing:
  • Conducts and presides over daily Steering Committee Meeting and other administrative meetings scheduled from time to time to assess overall situations.
  • Attends to staff and customer grievances that cannot be resolved within the department level or Public Relations Department.
  • Monitors the performance of the hospital, its turn over, efficiency, effectiveness and quality of all services provided including medical in collaboration with Chief of Medical Operations.
  • Implements system to periodically review and improve the professional competence of staff through quality assurance, on the job training and continuing education, scientific activities and research in collaboration with Academic Affairs Directorate (AAD-SGHA).
  • Evaluates/assess all services in developing and improving the quality and range of services, facilities, and protocols for efficient hospital operations in collaboration with T.Q.M. Department.
  • Promotes a positive image of the hospital and develops good public relations with the government and private sector officials and the community at large.
  • Takes active interest in upgrading personal professional competence to keep him abreast of the current administrative techniques and practices.
  • Performs other functions that may be designated by the Governing Body to effect efficient service.
