Subject Matter Expert (SME) will support a Strategic workstream to review existing capabilities. The SME will operate as part of a diverse team of highly trained professionals located in Abu Dhabi, UAE and coordinate with functional experts as required. This position requires experience in border security. SME must have experience in developing capability development plans, including defining core mission areas, defining core competencies along with the associated requirements to enable these capabilities. Ideally, this position has experience building realistic training environments and be familiar with planning and conducting training seminars as well as conducting simulation-based training exercises.
This consultant must have expertise in advanced border security operations.
Essential Functions
Apply operational and strategic level experience to support the identification of border security requirements and develop fully integrated solutions that deliver the required capabilities
Apply tactical and operational level experience to conduct training
Provide border security subject matter expertise to support the mission
Apply appropriate border security concepts
Understand and apply Customs and Border Protections policies and doctrine
Provide subject matter expertise for the application constructive and virtual simulations
Support development of team roles, responsibilities and procedures
Plan and lead training seminars on border security
Coordinate, as required, with border security stakeholders
Provide subject matter expertise for border security requirements
Identify and document lessons learned
Establish and maintain relationships with Border Security stakeholders and other agencies.
Exhibit culturally appropriate interpersonal and negotiation skills
Desired Qualifications
Border Patrol experience with extensive operational and planning experience
Excellent written and verbal communication skills
Demonstrated ability to work with minimal oversight in a variety of roles
Demonstrated management and planning skills
Advanced Microsoft Office Suite Skills (emphasis in Microsoft Word and PowerPoint)
Possess a valid Passport (with more than 6 months to expiration)
Ten or more years\xe2\x80\x99 planning and operations experience with International or Border Patrol at Ports of Entry and Border Control
Ten or more years of planning and executing ground, air and sea-based border surveillance operations
Served in multiple supervisory Customs and Border Protection or related roles within the last five years
Ability to prepare and conduct executive level briefings on a wide variety of topics, and the ability to communicate effectively with relevant parties within and outside the Client and its Stakeholders
Education and/or Experience:
Master\xe2\x80\x99s Degree in Homeland Security, Criminal Justice and Criminology, Law Enforcement, or a related field
Ten or more years\xe2\x80\x99 planning and operations experience with International or US Border Patrol at Ports of Entry and Border Control Sectors
Ten or more years of operations planning or training and executing operations
Served in multiple supervisory International or US Customs and Border Protection roles within the last five years
Serve as a trainer at the International or US Border Patrol
Ability to prepare and conduct executive level briefings on a wide variety of topics, and the ability to communicate effectively with relevant parties within and outside the Client and its Stakeholders
