Overview

**This position will be physically located in Kuwait in support of LOGCAP**

+ Under supervision of the Sr. Director of Community Services the Billeting Manager Sr. provides Management oversite to all on-post Housing offices, and Sub-Contracted Laundry Services within the ASG-KU area. Directly responsible for providing billeting for permanent party Soldiers. Directly responsible for providing living quarters for TDY, PCS, TCS, Transient R&R Soldiers, DOD Civilians, and Coalition Servicemembers daily. Directly responsible for property book accountability of all equipment for the housing office. Manages property inventory using an automated supply data base various Housing and property operations. Perform Quality Control on receipt of new equipment. Supervises multi-cultural team of personnel in delivery, receipt, issue and return of equipment and supplies

Direct, track and maintain records for change of hand receipt holders. Oversees the processing of adjustment documents to reflect losses, gains or applicable changes. Performs turn-ins of excess or unserviceable equipment. Establishes and Maintain supporting documents, files of all issued equipment for the housing section. Works in a challenging and fast pace job with lots of last minute changes, that you must attend to as fast as possible, in order to satisfy the customer.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Provides oversite to all Housing areas throughout the ASG-KU area.

+ Monitors oversite of all Sub-Contracted Laundry Services within the ASG-KU area.

+ Responsible for providing living quarters for PCS, TCS, TDY, or R&R Soldiers daily.

+ Exact knowledge of all employees and their responsibility for the housing offices.

+ Able to react to last minute changes in a timely manner.

+ Manage the day to day cleaning of living quarters which house PCS, TCS, TDY, and R&R Soldiers.

+ Oversee the processing of administrative actions, and documents to reflect losses, gains or applicable changes within the Housing Department.

+ Establish and Maintain supporting documents, files of all issued equipment for the Housing Department.

+ Responsible for property book accountability of all equipment for the housing Department.

+ Continuously reviews process and ensure efficiencies.

+ Interfaces with designated government representatives (i.e...,COR, ACO, ACC), Vectrus LOGCAP V Management, and other Vectrus Contractor elements to assure smooth operations and compliance with Government directives, standards , and needs.

+ Develops reports for submission to COR, Sr. Director, Program Management, Quality, and Safety Departments that may be sensitive in nature, need to know, or require encryption for transmission.

+ When vacancies occur in the sections, request replacements through the recruitment selection process of potential candidates for employment to housing.

+ Reviews and approves bi-monthly work schedules, subordinate work assignments, time cards, and initiates overtime forecasts requests as needed to meet mission requirements.

+ Performs other duties and assignments as required.

Qualifications

+ Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

+ High school graduate or equivalent is required

+ Ability to obtain host nation driver license.

+ Must be Secret Clearance Eligible and/or able to obtain a Secret Clearance

+ Proof of COVID-19 Vaccination:

+ To be qualified for this position you must comply with USCENTCOM MOD 16 that requires proof that you are fully vaccinated for COVID-19, as defined by the CDC or host country requirements. As of now, to be fully vaccinated for COVID-19 you must have received either two doses of Pfizer BioNTech Vaccine, two doses of AstraZeneca/Oxford Vaccine, two doses of Moderna Vaccine, or one dose of Johnson & Johnson Vaccine, and two weeks must have elapsed after the final dose was administered. This definition may change in accordance with CDC guidelines. Compliance with this government requirement is an essential function of the position and is a condition of employment.

+ Experience:

+ Minimum of seven (7) years experience in customer service, hotel/military housing management, housekeeping, or related experience

+ Three (3) to Five (5) years of Supervisory experience.

+ Familiar with U.S. Army Protocol and DPW Housing operations.

+ A thorough understanding of Furnishings management including all facets of military in and out-processing.

+ Working experience of inventory and rotation operations.

+ Skills:

+ Fluent in spoken and written English.

+ Familiar with military rank structure, and US Army regulation and pamphlets.

+ Proficient in intermediate-level MS Office software applications such as Word, Excel, Access and Power Point.

+ Possess strong problem solving skills and should be able to maintain good relations with the USG and Customers by communicating effectively and building a rapport

+ with them.

+ Flexible and have excellent interpersonal skills.

+ Flexible with excellent interpersonal skills.

+ Able to recognize and quickly resolve customer issues, and work independently with little or no supervision.

+ Handle multiple tasks at any given time.

+ Supervisory Responsibilities:

+ Must possess excellent supervisory and management skills.

+ Need to be able to delegate work to the subordinates according to the changing priorities of the USG and Customers.

+ Good organization and training skills are essential.

+ Demonstrate strong leadership and influencing skills.

+ Working Conditions:

+ Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).

+ Includes some industrial production environment conditions as well.

+ Physical Requirements:

+ Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

+ Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

+ Must comply with all Fire and Safety Regulations and post policies
