JOB PURPOSE

FAB Securities LLC (FABS) a subsidiary of First Abu Dhabi Bank PJSC and licensed by the Securities and Commodities Authority SCA (registration number 604002). A licensed Brokerage Company, FABS is registered as a member of Abu Dhabi Securities Exchange (ADX) and Dubai Financial Market (DFM) enabling it to provide brokerage services for securities listed in ADX and DFM.

FABS is also licensed by the Securities & Commodities Authority of the UAE (SCA) to provide the financial service of brokerage outside of the UAE jurisdiction.

\xe2\x80\x9cAVP Compliance\xe2\x80\x9d is a non- accredited role by the Regulator (\xe2\x80\x9cSCA\xe2\x80\x9d) to assist the Head of Compliance (The Accredited Compliance Officer) in fulfilling the requirements and ensure that the Business unit performs its activity in Compliance with Rules and Regulations.

KEY RESPONSIBILITY & ACCOUNTABILITIES:

Responsibilities:
  • Assist in deploying compliance framework in line with FAB Group.
  • Assist in implementing the integrated compliance management strategy; framework and compliance governance and oversight system to ensure that FABS operates and complies with all its internal policies, SOPs, and regulatory obligations.
  • Assist the Head of Compliance - FAB Securities in following up the performance of the company and its employees and the extent of their compliance with the applicable legislations, the bylaws & policies, and the producers of the company.
  • Assist in Regulatory reporting and notifications.
  • Ensure SCA and other related regulatory bodies queries with regards to FABS are responded to in a timely manner.
Specific Responsibility & Accountabilities according to the areas:

Ongoing/Day-to-day Responsibilities:
  • Assist in fulfilling, responding on all regulatory matters as directed by the Head of Compliance - FAB Securities.
  • Oversees & full monitoring of all Trading desk activities including recorded calls, written orders & electronic orders, arrange for physical attendance of compliance in Trading Desk.
  • Assist Guiding, supporting, and working together with FABS business in addressing SCA\'s regulatory requirements as described and stipulated by SCA\'s regulations in coordination and with the support of all related Group Compliance functions (FCC/ RC), business lines and enablement units.
  • Understand how FAB Group operates and maintain business, technical and product-based knowledge for FABS business that are under responsibility.
  • Keep abreast of related rules, regulations and best practices pertaining to FABS, i.e., Brokerage business activities.
  • Provide support, guidance and play a key role in the implementation of the new regulatory requirements by guiding the business on regulatory gap analysis and identifying appropriate solutions for all gaps identified.
  • Conduct regulatory horizon scanning on an ongoing basis to ensure that FABS Business has sufficient awareness and readiness for all upcoming regulatory developments such as new regulations, guidance notes to the extent possible.
  • Conduct regulatory mapping to all rules and regulations and ensure that they are properly reflected in the existing processes.
  • Provide compliance advisory support and guidance to the Business area on all compliance matters as per the applicable regulatory and compliance requirements, FAB Group Compliance risk appetite and any other specific requirements that may apply jurisdictionally.
  • Assist in updating FABS Compliance manual that includes all compliance guidelines/ policies.
  • Assist in the creation, adaptation, and implementation of the compliance plan.
  • Act as a role model for development of compliance culture within FABS to drive heightened awareness and understanding of prudent compliance risk management practices; in coordination with the Head of Compliance, advise and guide the various teams on technical aspects so that key stakeholders are equipped with the necessary knowledge and capability to comply with applicable regulations and policies.
  • Guide the business on the compliance and regulatory front on new products and requirements.
  • Provide guidance and support to ensure that the FABS is fulfilling its compliance responsibilities through the implementation of the compliance program.
  • Identify, review, assess and report any cases concerning breach, deviation, and exception of regulatory and FAB Group Compliance Policy requirements.
  • Assist in reviewing new Product initiatives & Product Programs, policies and business procedures that are in relation to regulatory requirements and other governance documents from compliance perspective and provide recommendation to FABS business.
  • Be the first point of contact for comprehensive risk-based support for FABS business area/s under responsibility
  • Assist Group compliance in the rollout and execution of annual Enterprise-Wide Risk Assessment (EWRA) process and the business finalizing the EWRA issues.
  • Assist in the ongoing monitoring and surveillance of trading desk activities including review of recorded calls, written orders & electronic orders and reporting the results to the Head of Business of FABS.
  • Assist in monitoring the Capital adequacy performance and reporting for FABS as per local regulatory guideline.
  • Assist in monitoring the segregation of cash accounts performance and reporting for FABS as per local regulatory guideline.
  • Review and approve financial promotions related to FABS.
  • Maintain and update LOGS that pertains to related functions within FABS.
  • Regularly monitor the implementation of the corrective action of compliance related findings for the related business function and provide monthly reporting to the Head of Compliance.
  • Assist in reviewing all customers\' complaints received from SCA, ADX and DFM and ensure they are properly logged / investigated and proper action is taken and escalated when appropriate.
  • Review error trades on an ongoing basis, identify root causes, investigate and report on the appropriate closure of such cases and report it to Business with compliance recommendation.
  • Support the businesses under responsibility from a Compliance Advisory perspective for the appropriate and timely resolution of any internal or external Audit issues.
  • Identify ongoing and annual Compliance Testing and Monitoring Plan needs and share these with FAB Group Compliance Testing, Monitoring and Governance (TMG) Team. Actively participate in these reviews and support the FAB Group Compliance TMG Team in conducting such reviews.
  • Identify compliance training needs for FABS staff, arrange, prepare, and deliver ongoing training and development programs on UAE Federal Laws and SCA regulations.
  • Attend all Mandatory and related training to attain insight of FAB\'s businesses, products, services as well as compliance requirements.
  • Complete at least one CISI qualification annual.
  • Develop and maintain effective relationships with FABS Business.
  • Provide guidance and on the job training and compliance education for FABS colleagues.
  • Support the business in the renewal process of the LEI and licenses.
  • Manage SCA E-service and update the Head of Compliance regularly.
Qualifications

Minimum Experience:
  • At least 5 years of business experience preferably in compliance and/or Audit in Banks and Brokerage/Financial Institutions.
  • Should possess an excellent understanding of UAE Federal Laws, SCA regulations and knowledge in regional international laws and regulations pertaining to securities.
Required Skills:
  • Should be able to generate ideas, think creatively, develop innovative solutions, and build effective business relationships quickly.
  • Should be a team player, able to meet tight deadlines and manage a challenging workload.
  • Should be fluent in speaking and writing Arabic and English.
  • Should be focused on driving tasks to completion with pace, whilst retaining a high level of attention to detail and accuracy.
  • Should be discrete and have a sense of integrity and handle sensitive information with absolute confidentiality.
