Overview

***This position is physically located in Kuwait in support of LOGCAP***

The Automation Support Department (ASD) Manager reports to the IMD Director and is tasked with guiding the development, maintenance and support of various applications and Systems used by the Program. Manages all ASD personnel and related tasks specified in the Performance Work Statement (PWS), or as assigned by the Army Contracting Office Representative (COR) via the Director. ASD personnel are composed of Software developers, SharePoint Administrators, Systems Support Specialist, ADPE and Electronic Maintenance Technicians. The ASD Manager must have advance technical knowledge and experience to understand various technologies. The role requires the ability to effectively manages the required skill sets and applied technologies so that program services are readily available, cost effective, meets Cyber Security measures (DOD and Vectrus) and delivers contract requirements.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Provides guidance to the ASD Team. Enforces company policy, provides mentoring and feedback to personnel, documents substandard behavior and performance.

+ Ensures appropriate manning of the Service Desk. Ensures that automations personnel are scheduled and available to perform in accordance with contractual requirements.

+ Acts as the primary point of contact for all Automations issues and maintains liaison with other Dept personnel and agencies required to support the Automation systems. Ensures availability of Local Area SIPR/NIPR Networks and associated services at levels that meet or exceed contractual requirements.

+ Reports all outages and corrective actions per locally defined procedures

+ Guides the development and management of web/ desktop applications.

+ Manages requests for and scheduling of application development/enhancement and user support.

+ Maintains software program standards and procedures for development projects.

+ Coordinates resolution of software problems when discrepancies are identified.

+ Guides the continuing investigation of methods to improve software quality, security and software development productivity.

+ Development of reports and presentation from various data sources, with tools such as Microsoft Power BI.

+ Performs other duties as assigned.

Qualifications

+ MINIMUM QUALIFICATIONS: Education/Certifications: One year of related experience may be substituted for one year of education, if degree is required.

+ BS in Computer Science, Engineering or Business-related field and/or equivalent work experience. Graduate of military occupational specialty course as communications electronics or computer technician is a definite plus.

+ Meets requirements outlined in AR 25-2 for privileged access (IAT-I) to ISs CompTIA Security+ and Microsoft 365 Certified Modern Desktop Administrator or Server+ is required IAW DoD 8570.1-M.

+ ITIL, Agile/Scrum Certifications desirable.

+ Must be a U.S. Citizen

+ Must have and maintain an Active Secret clearance.

+ Must have a valid driver's license and the ability to obtain a U. S. Government Motor Vehicle Operator's License and host nation Driver's License is required.

+ Experience:

+ Upwards of Five years' experience supervising/managing in an Information Technology domain and have successfully supervised 20+ technical personnel with diverse technical backgrounds. Experience in managing, analyzing, troubleshooting and oversight of networks, to include Microsoft Active Directory, current and legacy Operating Systems and applications. Should have experience in data network installation, team leading, engineering and/or network/systems administration in an Enterprise network environment. Candidates must have demonstrated the ability to direct troubleshooting system hardware and software problems to full resolution.

+ The incumbent must have proficient knowledge in the following areas:

+ Analyze and solve problems

+ Computer hardware and software systems

+ Network administration concepts

+ Operational experience with development of enterprise applications

+ Operational experience with Microsoft Azure resources

+ Skills:

+ Must possess a professional demeanor; work effectively with all levels of employees, including top, middle and other supervisory levels of military and civilian management; collaborative work style that will foster cooperation and teamwork; work independently with little or no supervision. Exercise discretion, good judgment and possess a good moral character in order to protect company confidential and employee information with complete discretion; possess high-level organizational and planning skills, possess the ability to communicate effectively, both orally and written, and must possess an advanced level of computer skills in the use of Word, Excel, PowerPoint, and Outlook.

+ Ability to improve customer's expectation and reliability of ASD/IMD performance.

+ Technical ability to lead and converse with various technical section.

+ Ability to provide recommendations on approach - solutions.

+ Ability to successfully identify and clear obstacles/ impediments to progress that have a negative impact on the completion of mission.

+ Ability to identify short falls in ASD and how they can be improved.

+ Productive Time Management in performing duties.

+ Provide sound leadership in project development and tracking, process documenting, managing, and training of personnel for continuous improvement.

+ Ensure daily actions/operations are executed to expected standards within the scope of the current contract deliverables.

+ Synchronize customer needs and requirements with IMD/ASD's capacity to provide trained personnel to successfully accomplish established goals.

+ Experience developing and maintaining web servers in a Microsoft environment, SharePoint, Visual Studio, SQL Server, VB.NET, C#, Java, .NET or equivalent tools.

+ Supervisory Responsibilities:

+ Supervises up to approximately 60 personnel.

+ Working Conditions:

+ Work is generally conducted in an office environment. However, duties may involve working in the out of doors with a potential exposure to extreme climatic conditions, specifically desert heat. Employee use of personal protective equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision, and hearing protective devices. Must comply with OSHA, EPA, Fire and Safety Regulations and published company work rules. Must be able to lift/push/pull 40 lbs. Working environment will be 90% indoor, 10% outside. The outside work environment will also be very hot due to conditions within the region.

+ Physical Requirements:

+ Ability to lift 40 pounds required. Standing, sitting, squatting and other normal office related physical activities required.
