Job Description

Job purpose Plan, monitor and coordinate all Instrument & Control systems engineering design; review Instrument & Control scope of assigned projects ensuring the system architecture and configuration of new Instrument & Control system will meet project specifications and requirements and will add value, while acting as a key focal point for all Instrument & Control engineering aspects for the contractors/consultants and monitoring the work conducted in order to facilitate successful completion of projects as per defined parameters, industry best practices and contractual agreements.

Key Accountabilities

Budgets and Plans

Upon review of the overall project plans in collaboration with Instrument & Control Superintendent and Project Management, prepare the work packages and work permits for the specific services to be executed by contractors for the assigned line of work and in adherence with defined procedures and project priorities. Monitor the financial performance of a given area of activity versus budgets so that areas of unsatisfactory performance are identified and rectified promptly, and potential performance improvement opportunities are capitalized upon. Ensure effective execution of Instrument & Control engineering project activities of the assigned unit in line with the plans and approved budgets in accord with defined HSE and quality standards. Identify material/equipment required for the assigned project activities in the Instrument & Control/instrument area for all company locations and coordinate for the timely availability of all requirements.Project Management

Act as a technical expert for all matters related to Instrument & Control systems across assigned projects, ensuring timely provision of efficient and reliable services to solve obsolescence issues within the Control Systems and working closely with project teams to support achievement of project deliverables. Support in efficient and cost-effective delivery of Instrument & Control services for assigned projects, including development of relevant strategies, policies, procedures and ensure the implementation of cost-effective solutions (hardware, software, management tools and components) to meet business requirements. Carry out feasibility studies and comprehensive testing to support the financial and technical viability of new Instrument & Control systems and provide recommendations as appropriate. Develop the specifications of Instrument & Control systems associated with new projects. Participate in costing and preparation of budgets for Instrument & Control engineering projects for company. Recommend the use of external consultants/contractors as required, define their scope of work, and oversee and direct works. Coordinate with consultants/contractors during project implementation for all project related matters, including site visits, technical data requirements, etc., and ensure compliance with policies, procedures, and standards. Supervise, coordinate, and approve the activities of assigned personnel and contractor or consultants on all Instrument & Control engineering related activities ensuring effective liaison with the project team for all design and engineering matters to facilitate timely and accurate execution of all project phases as per defined timelines and specifications. Ensure projects Instrument & Control engineering activities are executed according to specification, within budget, with the contract scope of work and meets time schedules while highlighting any non-conformances to project engineers, sponsors, and Instrument & Control Superintendent for timely action. Review and resolve contractor queries and provide technical guidance and expertise such that project goals are clearly understood and to minimize delays. Review and approve all related technical documents as per defined levels of authority and established protocols. Gather, research, and analyze pertinent data and information and prepare recommendations with supporting technical data for the effective development of specifications and equipment data sheets. Participate in technical evaluation of contractor vendor proposals to assess technical capability and ensure that bidders proposals comply with set specifications. Coordinate the Instrument & Control engineering review and approval of design, equipment and interface with contractor and vendors on company's requirements. Lead meetings related to all aspects of Instrument & Control engineering matters ensure the assigned discipline, interdisciplinary and operational input from company is effectively communicated to contractors or consultants and reflected in specifications, data sheets and drawings and ascertain adherence with defined protocols across project design and execution phases. Review applicability of existing drawings, standards and specifications and recommend appropriate changes. Carry out the technical reviews for all areas of work covered in Instrument & Control engineering projects while evaluating requests and recommending appropriate solutions and proposing changes as necessary within the defined project scope and protocols to facilitate achievement of defined objectives. Prepare updates on weekly progress, resource requirements, drawings and documents availability, and schedule look-ahead, etc. and report any important issues, such as deviations, delays to management to support implementation of corrective action.Continuous Improvement

Lead the identification of opportunities for continuous improvement of systems, processes and practices taking into account global best practices", improvement of business processes, cost reduction and productivity improvement. Liaise with service providers for clarification, analysis, and technical evaluations in order to ensure clarity of communications/accurate fulfilment of operational requirements.System Administration

Monitor the effective administration of SAP processes within the unit and adherence to SAP guidelines in all related aspects of annual and monthly planning, scheduling, master data management in order to ensure system/data integrity in line with defined company standards.Committees

As a member of the committees assigned by Instrument & Control Superintendent; review proposals, processes, projects, and new initiatives related to all operations of the plant and provide expert advice and recommendations to the top management to support optimum deployment of resources and achievement of high productivity levels and operational efficiencies.Networking

Develop and maintain effective business relationships with all relevant internal departments and external entities such as QP counterparts, contractors, consultants and service providers etc. with highest standards of business ethics, whilst promptly attending to all critical technical issues in-order to ensure the services required by the organization are delivered in the most effective manner. Represent company externally with customers and stakeholders in all technical meetings to handle any escalated technical matters.Policies, Systems, Processes & Procedures

Provide inputs and implement departmental policies, systems, and procedure across the plant so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service. Supervise and co-ordinate according to relevant procedures activities during any emergency situations which may arise to facilitate optimum protection of company resources in line with defined HSEQ policies and procedures.Quality, Health, Safety & Environment

Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls within a defined area of activity to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude. Collaborate with HSE and Quality on related issues such as process safety, maintaining and updating system documentation and continuous improvement systems, etc. to achieve and exceed target standards. Responsible for ensuring contractor, vendor, and subcontractors activities within area of responsibility are carried out in accordance with the contractual strategy. Participate in all project reviews including HAZOP, etc. to assure adherence to all defined standards while highlighting areas of non-conformances and advising on corrective actions.Statement and Reports

Supervise and provide inputs in the preparation of timely and accurate departmental statements and reports to business coordination unit to meet company's and department requirements, policies, and standards.Related Assignments

Perform other related duties or assignments as directed. Qualifications and Experience

Bachelors Degree in Electrical Engineering, Electronics, Systems Engineering or a relevant engineering discipline. Recognized Instrument & Control certifications would be an advantage. 5 years of related experience in the assigned field of engineering with at least 3 years of growing supervisory/team leadership responsibilities and exposure to project management and contractor management.
