Overview

**This position will be physically located in Kuwait in support of LOGCAP**

Under supervision of the Deputy Fire Chief, The Assistant Fire Chief plans, organizes, and directs all fire protection activities throughout base camps, facilities, and tents. Services include conducting fire inspections and providing firefighting support devices, such as fire extinguishers, smoke detectors, carbon monoxide detectors, and lighted exit signs. Develops, implements, and manages the fire protection maintenance, inspection, and testing program to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency and USG theater policies, and National Fire Protection Association (NFPA) Guidelines. Conduct Public Education. Conducts Fire Investigations as required.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Analyzes fire prevention program's effectiveness, determines trends and problems, and formulates corrective measures.

+ Acts as lead evaluator for DoD Fire inspector certification levels.

+ Performs project and plan reviews to ensure Life Safety Code and Fire protection systems are IAW with ASG policies and guidance and respective UFC criteria.

+ Establishes and maintains a fire extinguisher exchange program for ASG facility fire extinguishers.

+ Conducts Facility Manager, Fire Warden and other fire prevention training as needed to base populace.

+ Work with DPW Engineers as a team to conduct final acceptance inspections on all new construction, sustainment, and renovation projects for compliance of life safety and fire protection devices.

+ Provides policy recommendations to ASG Leadership to maintain fire protection systems, components and provides guidance and professional advice on the overall fire prevention program to ASG and ARCENT Command.

+ Establishes procedures to maintain appropriate documentation on the inspection and testing of wet pipe sprinkler systems in facilities under ASG control.

+ Performs scheduled audits of approved and qualified sub-contractors who provide maintenance of fire protection systems located on ASG installations.

+ Lead and/or participate in emergency exercises as required by the Fire Chief/Deputy Chief and/or ASG Command.

+ Perform quarterly self-audits for compliance of procedures and document for auditing purposes.

+ Develops and maintains documentation of all annual facility fire inspections.

+ Participate in Safety and Health Audits.

+ Works with other ASG agencies to formulate long range strategic goals as they relate to fire prevention and fire protection of personnel, facilities, materials, and equipment.

+ Ensures fire investigations are conducted as required under AR 420-1 specifications. Provides investigation reports to the ASG Fire Marshall and ASG Commander.

+ Performs other duties and assignments as required.

Qualifications

+ Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

+ BS/BA degree in Fire Protection Engineering preferred. Must provide a copy of the diploma or college transcript. Ability to obtain host nation driver license.

+ Clearance:

+ Must be Secret Clearance Eligible and/or able to obtain a Secret Clearance

+ Experience:

+ Must have a minimum of five (5) years of experience as a Fire Inspector.

+ Must have in-depth knowledge of and experience implementing the NFPA code.

+ Must meet training and certification requirements outlined in DOD 6055.06-M. Fire Officer III, Fire Instructor II, Fire Inspector III, Hazmat Incident Commander, Airport Firefighter. Fire Investigator and Plan Review Preferred.

+ Skills:

+ Knowledge is mandatory of fire department mission and organization; safety requirements and objectives; fire alarm and communications; fire behavior; portable fire extinguishers; personal protective clothing and equipment; forcible entry, ventilation, ropes, ladders, fire hose appliances, and streams; foam fire streams; fire control, salvage, overhaul, water supplies and sprinklers; hazardous materials; fire prevention and public fire education; and fire cause determination.

+ Have knowledge of the chemistry of fire, preventive maintenance and operations of firefighting and rescue equipment, physical and chemical properties of combustible materials and building structures and their component systems.

+ Have experience in managing fire prevention and protection plans and programs.

+ Have the knowledge to act for the Deputy Fire Chief during his absence.

+ Must also have experience at management of self-inspection and compliance measurement program

+ Supervisory Skills

+ Directly provides supervision to a team of Lead Fire Inspectors and Fire Inspectors.

+ Working Conditions:

+ Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).

+ Includes some industrial production environment conditions as well.

+ Physical Requirements:

+ Light to Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 30 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not l limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

+ Must comply with all Fire and Safety Regulations and post policies
