The Procurement Engineer is responsible for managing the end-to-end procurement of materials, equipment, and subcontracted services in line with project requirements, budgets, and timelines. The role ensures compliance with technical specifications, commercial terms, and the client's procurement policies while optimizing cost, quality, and delivery performance.
Key Responsibilities
Procurement & Vendor Management
Prepare and execute procurement plans aligned with project schedules and budgets.
Source, evaluate, and pre-qualify suppliers, manufacturers, and subcontractors.
Issue RFQs/RFPs, conduct technical and commercial evaluations, and prepare comparison statements.
Lead negotiations to achieve best value in terms of price, quality, delivery, and payment terms.
Finalize purchase orders and contracts in coordination with commercial and legal teams.
Technical Coordination
Review drawings, BOQs, specifications, and material submittals prior to procurement.
Coordinate with engineering, QA/QC, and site teams to ensure technical compliance.
Ensure materials and equipment meet project, consultant, and authority approvals.
Cost Control & Compliance
Ensure procurement activities comply with company policies, project contracts, and Qatari regulations.
Support cost control by tracking committed costs versus budgets.
Maintain proper documentation for audits, claims, and variations.
Logistics & Expediting
Monitor supplier production schedules, deliveries, and material inspections.
Coordinate logistics, customs clearance (where applicable), and site delivery schedules.
Resolve supply chain issues, delays, or non-conformances proactively.
Reporting & Systems
Maintain accurate procurement records and reports (PO status, delivery tracking, supplier performance).
Use ERP/procurement systems effectively for transparency and control.
Qualifications & Experience
Bachelor's Degree in Engineering (Civil / Mechanical / Electrical or related).
Minimum
4-8 years
of procurement experience in construction, infrastructure, MEP, or industrial projects.
Strong understanding of technical specifications, BOQs, and contract terms.
Proven experience in GCC projects;
Qatar experience preferred

Knowledge of local suppliers, manufacturers, and approval processes is a strong advantage.

Excellent coordination and stakeholder management skills
Proficiency in MS Excel, ERP systems, and procurement software
Clear written and verbal communication in English

Familiarity with FIDIC-based contracts
Ability to work under tight deadlines and multi-project environments
