Handle day-to-day implementation of higher level and project level evaluations in compliance with departmental policies, procedures and guidelines. Carry out standard evaluation studies and contribute to complex evaluations under the supervision of more senior evaluation staff. Contribute to thorough investigations and analyses to assess the development effectiveness of Islamic Development Bank s interventions and draw lessons learned from evaluation studies.
Strategic & Operational Planning
Provide inputs in establishing strategic objectives and formulating work program of the department
Support in allocation, and utilization of resources to evaluations
Participate in planning for joint project level evaluations and harmonization activities with other development partners
Implementation of Evaluation Activities
Plan and conduct standard project level evaluations such as Project Post Evaluation (PPE), Special Assistance Project Post Evaluation (SAPPE), Project Completion Report Review and Evaluation Note (PCR-EN) etc.
Participate in complex higher level evaluations such as multi-sectoral projects, regional programs, projects experiencing major drawbacks in implementation, cluster of projects, joint evaluations with sister institutions, etc.
Undertake field missions and interact with direct clients as well as internal and external stakeholders particularly member country governments, private sector, beneficiary population, development partners, etc.
Contribute to task-forces for major operation evaluations, including working with consultants
Knowledge Sharing and Innovation
Participate in preparation of high level evaluation papers for accountability and dissemination of knowledge within IDB Group and in the member countries to contribute in the improvement of development effectiveness of IDB interventions.
Communicate and share information, reports and feedback with concerned parties and key stakeholders through internal and external communication channels including publications of selected evaluation reports.
Conduct trainings and workshops for member countries institutions to share knowledge and contribute to capacity building in development evaluation.
Reporting and Communication
Prepare project level evaluation reports and support development of more complex reports, briefings, presentations, etc.
Engage, communicate and collaborate with the broader team in the Bank, including the Global Practices and Chief Economist Complex to enhance the rigor of advice on cross- cutting and sectorial issues in member countries
Contribute to the preparation of Operations Evaluation Department Annual Report and Annual Review of Development Effectiveness
Bachelors degree in Engineering, Economics, Finance, Statistics, International Development, Social Sciences or related field is required, masters degree in a related field is preferred
Specialized Professional Training on Development Evaluation
Arabic or French ( mandatory for remaining recruitments of 2018 )
Minimum number of years and nature of experience
4-7 years experience in monitoring and evaluation, project management, country sector policy planning, country socioeconomic development analysis, poverty diagnostic analysis, corporate assessments or related fields
